The following correspondence <br /> is my rebuttal to this notice, which was reviewed by Mr. Escotto, and is attached. Although it may <br /> be unnecessary, I would first like to document my credentials to conduct any type of environmental <br /> investigation, including an SSCR. <br /> As you know, my Bachelor's degree is in agronomy/plant science from the University of California <br /> at Riverside. I have passed four out of the five exams required for a civil engineering registration <br /> (including the national exam), except for the surveying portion that is only required by the state of <br /> California. Every other state in the union recognizes applicants as civil engineers after the applicant <br /> has passed the national exam. I hold a Registered Environmental Assessor's (REA) license (See <br /> attached) from the California Environmental Protection Agency, and a California Pest Control <br /> Advisors (PCA) license (See attached) from the Department of Pesticide Regulation. I also hold a <br /> hazardous materials transportation license from the United States Department of Transportation <br /> (DOT). In addition to my college education, I have completed the Environmental Management and <br /> Auditing Program at the University of California at Davis (See attached). This program is the <br /> highest rated and the most comprehensive university environmental management and auditing <br /> program in the United States. I have conducted, or been involved with, literally hundreds of <br /> environmental investigations,reports, testing and analyses, for projects in all eight counties of the <br /> San Joaquin Valley over the past 16 years. <br /> To begin with, any SSCR is not, and cannot be considered a Phase I Environmental Site Assessment <br /> (ESA) since the reference to the SSCR in the Development Title makes no mention of a Phase I ESA. <br /> However, I will make reference to the American Society of Testing and Materials (ASTM) E1527 for <br /> the Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment <br /> Process, since it is obvious Mr. Escotto is attempting to make the SSCR into a Phase I ESA. <br /> P.
