Dear Mr. Griffin: San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Ilan (SJMSCP), Participation in the SJMSCP satisfies requirements of'both the state and federal endmige.red species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act(CEQA). Altl7.ough participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an amotmt and kind equal to that provided in the SJMSCP. SJCOG, Inc. has reviewed application PA-0400128(SA). ThJs project involves constructing an 90 foot monopole with six antennas, one microwave dish.and a 10 foot by 12 foot equipment shelter. Tbc project is located at the south terminous of Holdcn Road and south of Milton Road; cast of Stockton. This project will require the conversion of Multi-Purpose Open Space Habitat and as such should condition the project applicant(s)to participate in the SJMSCP. The project is located within the unmapped land use areas and as per the requirements of the SJMSCP those projects are subject to case-by-case review by the Habitat Technical Advisory Committee(TAC)prior to participation.
