I. INTRODUCTION <br /> This Report issues my findings regarding the Nitrate Loading and Soil Suitability Studies <br /> completed for the Holly Commerce Center project. These Studies were completed to examine the <br /> underlying soil structure and characteristics to determine the suitability of an on-site decentralized <br /> wastewater management system, commonly referred to as a septic system, and to design it <br /> accordingly. These Studies provide the San Joaquin County Environmental Health Department <br /> (EHD) with their required information pertaining to the current status of the soil and underlying <br /> groundwater, regarding the nitrate loading potential from the current and future wastewater <br /> disposal systems on the subject Parcel. This report complies with San Joaquin County <br /> Development Title, Section 9-1105.2(d). The owner of the property, Mr. Steve Cortese, has <br /> provided the preliminary information to complete these Studies. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Check/lists, but may not necessarily be referenced. <br /> NLS§2.3', SSS§ 3.1. The subject property is located north of the 205 Freeway, near the City of <br /> Tracy Wastewater Treatment Facility. Tracy municipal water services have expanded to this area <br /> although it may be a number of years before wastewater services become available. <br /> The attached Site Plans illustrate the available industrial buildings for lease. The map in <br /> Appendix B illustrates the industrial buildings with and without bathrooms and are referenced <br /> with Letters. The EHD Studies for this project and the associated design criteria, specifically <br /> pertain to retrofitted Restrooms in Building G, with the generated wastewater disposal through a <br /> pressurized filter bed system in a dedicated area southeast of these new Restrooms. <br /> SSS§ 1.1, 1.2. The SJC District Viewer Map indicates the subject Parcel is 164.28 acres with the <br /> referenced buildings on the property. Present land use of the property can be observed by the <br /> attached Site Plans and aerial Google Maps. Current and future zoning is I-G, General Industrial. <br /> The testing protocol has found the indigenous soils under the test location to contain a <br /> predominate lean clay soil material possessing a slow permeability, which was to be expected <br /> given the soil's clay content. Percolation test results reveal a perc rate slightly exceeding the <br /> maximum allowable rate, thus the requirement for an engineere isposal system. <br /> I <br /> Page -1- <br /> Chesney Consulting <br />
