Ms. Jolley reviewed the Development Committee memo. <br /> Mr. Neely reviewed the Department of Public Works requirements. <br /> Mr. Borges reviewed Environmental Health Division requirements. Mr. Borges advised the applicants to <br /> obtain discharge requirements from the California Regional Water Quality Control Board, Central Valley <br /> Region, prior to development. <br /> Mr. Smith asked if it would be okay to plant olive trees in the 5' of County road right-of-way, with the <br /> understanding that when the County needs to widen the road, the applicants will remove the trees. Mr. <br /> Neely indicated that it would be okay to plant trees, but no structures. <br /> Mr.Martin asked Ms. Jolley to indicate in the conditions of approval that there will be no access to the <br /> winery off of Highway 12. <br /> Mr. Martin asked Mr. &Mrs. Berghold if they would be opposed to recording a document stating that, in <br /> the event that the parcels are sold separately, the non-winery property would include an easement for <br /> access to the winery from Cherry Road. Mr. Fisher reviewed the Development Committee memo. <br /> Mr. Wiebenga indicated that they have another batch plant in Tracy, and when the new batch plants opens <br /> they plan to close the old plant. Mr. Wiebenga asked if it was possible to transferring traffic fees. Mr. <br /> Neely indicated no. <br /> Mr. Martin asked the applicants if they would be bringing in a revised Site Plan before the Planning <br /> Commission hearing. Mr.Wiebenga indicated yes. <br /> Mr. Martin informed the applicants that they could complete the parking area for trucks in phases,over a <br /> five-year period. Mr. Martin reviewed the parking requirements item f.1. <br /> Mr.Neely reviewed the Department of Public Works requirements. Options were discussed for traffic, <br /> parking, and paving issues. <br /> Mr. Martin indicated that the applicants would need to show on the Improvement Plan a circulation lane <br /> and parking for how many trucks the company will be starting with, and show the additional parking <br />
