Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No. PA-0900048 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the Religious Assembly, Neighborhood, use type may <br /> be conditionally permitted in the R-L (Low-Density Residential) zone with an approved Site <br /> Approval application. The project site is located within a residentially developed area and <br /> located within the urban community of Stockton. There are no other applicable plans <br /> which are within the vicinity of this project. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways, <br /> This finding can be made because the site has public road frontage on Hubbard Avenue. <br /> The project site will be served by a septic system for sewer service, an on-site retention <br /> basin for storm drainage, and an on-site well for water service. Additionally, the <br /> Department of Public Works is requiring the applicant to improve the driveway approach <br /> in accordance with the requirements of San Joaquin County Standards R-17 prior to <br /> issuance of the occupancy permit. <br /> 3 The site is physically suitable for the type of development and for the intensity of development <br /> • This finding can be made because the site is large enough, at 0.89 acres, and relatively flat <br /> to accommodate the proposed use and all yards, building coverage, setbacks, and other <br /> requirements of the Development Title. The Site Plan shows that there is sufficient area for <br /> parking and circulation, in compliance with Standards of the Development Title. The access <br /> driveways will be wide enough for a two-way access. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts. A noise study was not required because <br /> there are no outdoor activity areas proposed, and the project site lies outside of the 65 dB <br /> noise contour line of State Route 99, and the project is not expected to exceed the <br /> stationary noise source standards of the Development Title. Additionally, a traffic study <br /> was not required because the project is expected to generate 17 vehicles trips per shift, <br /> San Joaquin County', PA-0900048/Church of God <br /> Community Development Page 6 <br />
