PUBLIC H5ALTH SERVICES oPaYIN .
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION `
Karen Furst, M.D., M.P.H., Health Officer p
304 East Wtber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
September 7, 2001
TO: San Joaquin County Community Development Department
FROM: Public Health Services
Environmental Health Division
CONTACT PERSON: Raymond Borges,Lead Senior R.E.H.S., R.D.I.
PHONE NUMBER: (209) 468-3284
RE: GP-01-04 & ZR-01-02, Attention Jennifer Jolley
37 West Hurd Road,French Camp
The Environmental Health Division has received and reviewed the Soil Suitability Study dated
June 8, 2001, and the addendum dated August 21, 2001, for the General Plan Amendment and
Zone Reclassification on this property. The study indicated the land is suitable for a septic
system but did not address nitrate impacts and potential sizing requirements related to the
project. Environmental Health Division has the following concerns:
• The proposed General Plan and Zone Reclassification only relate to the southern 9/10
acre of property on the West side of Interstate-5 that Mr. Silva is using and owns that is
approximately 3 acres+i-in size.
• Should this rezoning be approved,Environmental Health Division will require the
applicant to further evaluate the current nitrate groundwater conditions, potential impacts
from the roofing tile that has been utilized as road base, and any proposed future
development.
Environmental Health Division is not supportive of the rezoning as proposed. The zoning of this
property on the West Side of Interstate-5 without benefit of public services (public water and
sewer) would open the door to further spot zoning like Klo and Manthey Road. The property
lacks adequate size to support onsite services (well and septic) and support development.
e
A Division of San Joaquin County Health Care Services
