M I N U T E S y <br /> 2. GENERAL PLAN AMENDMENT NO. GP-01-4 AND ZONE RECLASSIFICATION NO.ZR-01-2 OF <br /> DAVID &ELLEN SILVA (C/O STEVEN MALCOUN): A General Plan Amendment to change the <br /> designation of two parcels totaling 3.68 acres from A/L (Limited Agriculture)to I/L(Limited Industrial), <br /> and a Zone Reclassification to change the zoning of the same property from AL-10 (Limited Agriculture, <br /> 10-acre minimum)to I-W(Warehouse Industrial). The project site is located on the west side of <br /> Manthey Road, 179 feet south of Mathews Road, west of French Camp (Supervisorial District 1). <br /> Jennifer Jolley, Associate Planner, introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Steve Malcoun (2453 Grand Canal, Stockton), representing the applicant, said this trucking operation <br /> started at this site in 1976. They have been parking trailers there since that time. They want to change the <br /> zoning to allow the truck parking to continue. They are willing to restrict the use of this property, which will <br /> be subject to a Use Permit application, to trailer parking only. They can do this with a development <br /> restriction or a condition of approval. No sewer or water services are needed for this trailer parking use. <br /> They would agree to a conditional zoning with a subsequent site plan with attached conditions. Future <br /> buyers would be bound by the development restriction. <br /> Commissioner Eley asked if a development restriction would satisfy consistency with the General Plan. <br /> Kerry Sullivan, Deputy Director, said this project is an expansion of the urban community of French Camp. <br /> General Plan policies would require public sewer and public water for the site. Also, Manthey Road would <br /> have to be a minor arterial or higher classification, which it is not The proposed use would require a Site <br /> Approval. <br /> Steve Malcoun said the use would be limited and would not expand. The bases in the staff report do not <br /> mention anything about a minor arterial. <br /> OPPONENTS: <br /> None were present. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Carter said this site cannot really be used for much of anything. She agrees with the <br /> applicant. There is no need to have sewer or water just for truck parking. <br /> Commissioner Howard said they should limit the use on the property to truck parking only. <br /> MOTION: <br /> It was moved, seconded (Howard/Eley), and passed by a unanimous roll call vote (7-0) to: <br /> 1. Approve the Negative Declaration; <br /> 2. Recommend that the Board of Supervisors approve General Plan Amendment No. GP-01-4 based <br /> on the ability to make the required "Basis for General Plan Amendment," and <br /> 3. Recommend that the Board of Supervisors approve Zone Reclassification No. ZR-01-2 based on <br /> the ability to make the required"Bases for Zone Reclassification,"with a condition placed on this <br /> application which states, "The use on the property shall be limited to truck parking only." <br /> PC MINUTES -5- PC: 2-7-02 <br />
