The proposed use of the property, tractor-trailer parking, <br /> is not consistent with the City's Agricultural General Plan designation for the site. <br /> In addition, the proposal is inconsistent with General Plan policies regarding the <br /> location of urban development (Urban Growth and Overall Development, Goal 1, <br /> Policies 2 & 3), the orderly development of urban areas (Urban Growth and Overall <br /> Development, Goal 2, Policies 1 & 2), preservation of agricultural land (Urban Growth <br /> and Overall Development, Goal 4, Policy 1) and the location of industrial land uses <br /> (Industrial Land Use, Goal 1, Policies 2 & 3; Goal 2, Policies 1 & 2).
