�- <br /> ATC <br /> Shaping the Futuro <br /> PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Cardno ATC, on behalf of the San Joaquin County Environmental Health Department (EHD), invites <br /> public comment regarding consideration by the EHD to grant regulatory closure for the leaking <br /> underground storage tank (LUST) case at the subject site (Site) identified below: <br /> SUBJECT SITE: <br /> Site Name: Three Palms Grocery GeoTracker Global ID No. 70607700821 <br /> Site Address: 6732 East Highway 88 SJCEHD Site Code: 1830 <br /> PUBLIC COMMENT PERIOD: 60 Days —from October 27 to December 25, 2014 <br /> CASE SUMMARY: <br /> The EHD and the Central Valley Regional Water Quality Control Board (RWQCB), in cooperation with <br /> Leanne Scannavino (property owner and responsible party) and Cardno ATC (environmental <br /> consultant) have evaluated soil and groundwater conditions, and potential risk and hazard to human <br /> health at the subject Site resulting from an unauthorized release of gasoline from an underground <br /> storage tank (UST) system. The unauthorized release from the UST system was discovered in <br /> November 1986 and February 2005 when the tanks were removed. At the current time there is not an <br /> active UST system on the Site. <br /> Soil and groundwater investigations were conducted from 1998 to 2011, to characterize impacted soil <br /> and/or groundwater. Cardno ATC determined the extent to which the petroleum hydrocarbons have <br /> significantly impacted soil and groundwater. The extent of contamination remained on-site. Soil vapor <br /> extraction was conducted from May 2010 to December 2011 to remediate the soil and groundwater at <br /> this site. Cardno ATC estimates that approximately 2,665 pounds of contaminants were removed from <br /> the site through active remediation. Potential negative effects of the residual contamination on human <br /> health and the environment were evaluated by Cardno ATC, and found to be negligible. On the basis of <br /> groundwater monitoring and the site characterizations, and the recommendation of Cardno ATC the <br /> SJCEHD has concluded that the Site status is protective of the environment and human health for <br /> current and future Site use and for adjacent off-site areas. <br /> On September 8, 2014, the EHD submitted a Case Closure Summary to the California Region Water <br /> Quality Control Board (CRWQCB). Once the EHD receives and responds to comments from CRWQCB <br /> and the public, the EHD anticipates issuing a No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site case file is available for review at the EHD office located at 1868 East <br /> Hazelton Avenue, Stockton, California 95205.
