HWY. 88,LOCKEFORD, SAN JOAQUIN COUNTY <br /> Board and County staff discussed your 29 December 1997 "Case Closure Summary" and chronology for <br /> this site, and by letter dated 13 February 1998, informed you that we did not concur with the NFAR <br /> decision by the County. We requested that Mr. Ronald Nunan (the Responsible Party) determine the <br /> lateral and vertical extent of contamination, calculate the remaining contaminant mass in soil, and collect <br /> one groundwater sample to determine if site activities had impacted groundwater. Subsequent work <br /> revealed elevated concentrations of petroleum constituents in groundwater, (see enclosed staff memo <br /> dated 18 December 1998), and thus we do not concur with a determination of"No Further Action" at <br /> this time. <br /> Based on contaminant concentrations identified in soil and groundwater, we have determined that site <br /> activities have impacted and continue to threaten to impact water quality. The extent of this water <br /> quality impact must be defined, as detailed in the enclosed memo. <br /> We therefore are sending a letter to Mr. Ronald Nunan (copy enclosed) requiring him, pursuant to <br /> Section 13267 of the Water Code, to submit a report based on a soil and groundwater investigation. <br /> ZIf you hav any questions, please call Mark List at (916) 255-3132. <br /> AR .
