The Investigation Report presents a summary of <br /> activities completed to define the extent of soil and groundwater contamination at the subject site, and the QMR <br /> presents confirmation sampling of the three existing monitoring wells for the second quarter of 2001. <br /> In February 1998, San Joaquin County Environmental Health Division (County) submitted a Closure <br /> Recommendation to the Regional Board for the subject site. Board staff issued a letter of nonconcurrence to the <br /> County's Closure Recommendation stating that the extent of soil and groundwater contamination was not <br /> delineated,the remaining mass of contamination was not determined, and multiple water wells were identified <br /> within 2,000 feet of the site. <br /> In June 1998, Chevron identified soil and groundwater contamination in one soil boring near the former USTs, <br /> and Board staff requested Chevron to submit a plan of work to determine the extent of contamination. Based on <br /> Chevron's non-compliance with this directive,Board staff issued a California Water Code Section 13267 Order <br /> in December 1998 requiring Chevron to complete a soil and groundwater investigation, sample the two nearby <br /> Lockeford water supply wells for contamination,initiate a quarterly groundwater monitoring and sampling <br /> program, and report the results of this sampling and investigation work to the Regional Board by 27 March 1999. <br /> The required submittal date was not met. Board staff contacted Mr.Nunan on 10 August 2000 to request <br /> completion of site work, and we were notified that Mr.Nunan had started the State Board petition process, and <br /> would wait on the outcome of the petition prior to completing additional work. <br /> On 2 October 2000,Chevron submitted a plan of work to complete the soil and groundwater assessment, and the <br /> County approved the plan of work on 1 November 2000. In February 2001, three borings were completed to a <br /> maximum depth of 120 feet on the subject property and converted to monitoring wells. Soil contamination was <br /> identified down to 36 feet, and low.concentrations of toluene were identified in soils down to 99 feet, the total <br /> depth of soil sampling. The maximum concentration of toluene in soil from 36 to 99 feet in the three monitoring <br /> well borings is 0.093 mg/kg identified in MW-2 at 45.5 to 46 feet.
