The Investigation Report presents a summary of investigation activities completed to define the <br /> extent of soil and groundwater contamination at the subject site. <br /> In February 1998, San Joaquin County Environmental Health Division (County) submitted a Closure <br /> Recommendation for the subject site. Board staff issued a letter of nonconcurrence to the County's Closure <br /> Recommendation stating that the extent of soil and groundwater contamination was not delineated, the remaining <br /> mass of contamination was not determined, and multiple water wells were identified within 2,000 feet of the site. <br /> In June 1998, Chevron completed one soil boring near the former USTs to 100 feet, and submitted the results of <br /> this work in the 13 July 1998 Excavation for one Soil Boring report(Soil Boring Report). Multiple soil samples <br /> and one groundwater grab sample were collected for analysis. Total petroleum hydrocarbons as gasoline (TPHg), <br /> and benzene were identified in soils from 18 to 60 feet, and the groundwater sample contained TPHg at 210 <br /> micrograms per liter(µg/1) and benzene at 4.3 µg/1. GeoSoly submitted a mass balance as part of the Soil Boring <br /> Report, and stated that 67,812 kilograms ofiTPHg,(1.49,186 pounds or 22,950 gallons of gasoline at 6.5 pounds <br /> per gallon), and 895 kilograms (1,969 pounds)of benzene remain in soil. Based on this information,Board staff <br /> requested Chevron to submit a plan of work to determine the extent of groundwater contamination. <br /> In December 1998,Board staff issued a California Water Code Section 13267 Order requiring Chevron to <br /> complete a soil and groundwater investigation, sample the two nearby Lockeford water supply wells for <br /> contamination, and initiate a quarterly groundwater monitoring and sampling program. The results of this <br /> sampling and investigation work were to be submitted in a report to the Regional Board by 27 March 1999. The <br /> required submittal date was not met. <br /> On 2 October 2000, Chevron submitted a plan of work to complete soil and groundwater assessment, and the <br /> County approved the plan of work on 1 November 2000. In February 2001, three borings were completed to a <br /> California Environmental Protection Agency <br /> pRecycled Paper <br /> The energy challenge facing California is real.
