The investigation Rcport presents a summary of investigation activities completed to define the
extent of soil and groundwater contamination at the subject site.
In February 1998, San Joaquin County Environmental Health.Division(County)submitted a Closure
Recommendation for the subject site. Bbard staff issued a leder of nonconcurrence to the County's Closure
Recommendation stating that the extent bf soil and groundwater contamination was not delineated, the retraining
mass of contamination was not determined, and multiple water wells at@ ipevie within 2,000 feet of the site.
In June 1998,Chevron completed one sail boring near the former USTs to 100 beet, and submitted the results of
this work in the 13 July 1998 ExcavatioA for one Soil Boring report(Soil Boring;Report). Multiple soil samples
and one groundwater grab sample were collected for analysis. Total petroleum hydrocarbons as gasoline CrPHg;),
and benzene were identified in soils from 18 to 60 feet, and the groundwater sample contained TPHg;at 210
micrograms per liter(µg;/1)and benzene bt 4.3 pg/1. GeoSoly submitted a mass balance as part of the Soil Boring
Report, and stated that 67,812 kilograms of TPF-Ig (149,186 pounds or 22,950 gallons of gasoline at 6.5 pounds
per gallon),and 895 kilograms(1,969 pdunds)of benzene remain in soil. Based on this information,Board sluff
requested Chevron to submit a plan cif 4uork to determine the extent of groundwater contamination.
In December 1998,Board staff issued a California Water Code,Section 13267 Order requiring;Chevron to
complete a soil and groundwater investigation, sample the two nearby Lockeford water supply wells for
contamination, and initiate a quarterly gt'oundwater monitoring and sampling program. The results of this
sampling and investigation work were to be submitted in a report to the Regional Board by 27 March 1999. The
required submittal date was not met.
On 2 October 2000,Chevron submitted.a plan of work to cQmplcic soil and groundwater aSscssment, and the
County approved the plan of work on 1 Novembcr 2000. In February 2001, three borings were completed to a
Califorleia Environmental Protection Agency
Necycled Paper
'the energy chanenoc facing California ii real.
