San Joaquin County Environmental Health Department
June 18, 2004
Page 3
• Health and Safety Plan. As required by the Occupational Health and Safety
Administration (OSHA) Standard "Hazardous Waste Operations and Emergency
Response" guidelines (29 CFR 1910.120), and by California Occupational Health
and Safety Administration (Cal-OSHA) "Hazardous Waste Operations and
Emergency Response" guidelines (CCR Title 8, Section 5192), SECOR will prepare
a site-specific Health and Safety Plan (HASP). Field staff and contractors will review
the HASP before beginning field operations at the site.
• Permitting. The applicable permits for soil boring activities will be obtained from the
SJCEHD prior to beginning work.
• Soil Borings. Three soil borings (SB-12, SB-13, and SB-14) will be drilled at the
locations shown on Figure 3. The borings will be drilled using 8-inch diameter
hollow-stem augers. Soil samples will be collected at 5-foot intervals throughout the
length of the borehole. SB-12 and SB-13 will be drilled to a depth of 40 feet bgs and
SB-14 will be drilled to a depth of 70 feet bgs or to the depth of groundwater,
whichever is closer to ground surface.
• Soil Selection and Analysis. Soil samples will be sent under chain-of-custody
procedures to a California state-certified laboratory. Four samples form each boring
will be analyzed for TPHg, benzene, toluene, ethylbenzene, total xylenes (collectively
BTEX), fuel oxygenates (including tert-butyl alcohol [TBA], tert-amyl methyl ether
[TAME], ethyl tert-butyl ether [ETBE], di-isopropyl ether [DIPE], and methyl tert-butyl
ether [MtBE]), and fuel additives (including 1,2-dichloroethane [1,2-DCA] and
ethylene dibromide [EDB]) by EPA Method 8280B.
• Soil and Water Disposal. Soil cuttings and rinsate water generated during drilling
operations will be temporarily stored onsite in Department of Transportation (DOT)-
approved 55-gallon drums, pending transport by a licensed disposal contractor to an
appropriate disposal or treatment facility.
• Report. A report will be prepared after completion of necessary fieldwork. The
report will include boring logs, soil analytical results, chain-of-custody
documentation, waste disposal manifests, and conclusions and recommendations.
SCHEDULE
SECOR is prepared to initiate the coordination of site assessment activities following approval of this
work plan and the procurement of permits. Upon completion of all necessary fieldwork and the
receipt of analytical data, SECOR will use the results of the investigation to prepare a Site
Conceptual Model Report.
