This work plan is being submitted in accordance with SECOR's Corrective Action Plan <br /> (CAP), dated September 8, 1998, and to fulfill closure requirements of the San Joaquin County <br /> Environmental Health Department (SJCEHD). The work plan includes a brief discussion of site <br /> background and previous investigations, proposed scope of work, and schedule. <br /> SITE BACKGROUND <br /> The site is located on East Highway 88 on the east side of the community of Lockeford in San <br /> Joaquin County, California at an elevation of approximately 100 feet above mean sea level. The <br /> site is currently an operating Jackpot Food Mart/Exxon gas station. The former and current site <br /> features are shown on the Site Plan (Figure 2). The surrounding properties are both residential and <br /> commercial real estate. An active Beacon service station is located north of the site across Highway <br /> 88. Residential dwellings are located east and west of the site, and a dirt road, beyond which is a <br /> vacant field, borders the southern property boundary of the site. <br /> PREVIOUS INVESTIGATIONS <br /> Previous environmental activities and investigations conducted at the site have included the following: <br /> In September 1991 as part of a facility upgrade, three USTs were removed from the site by Scott <br /> Company. In addition, pump islands and dispensers were removed and replaced. After removal of <br /> USTs and pump islands, soil samples were collected from the tank and pump island excavations. <br /> The highest levels of petroleum hydrocarbons were found beneath the 6,000-gallon and the 8,000- <br /> gallon USTs at 8,900 parts per million (ppm) and 6,700 ppm total petroleum hydrocarbons as <br /> gasoline (TPHg), respectively. Soil samples analyzed for total lead were below the laboratory <br /> detection limit. Approximately 150 cubic yards of soil were removed from the UST and pump island <br /> excavations. Soil samples collected from the excavated soil after it was stockpiled indicated it <br /> contained levels of petroleum hydrocarbons up to 2,700 ppm TPHg and 0.98 ppm benzene.
