'q PBS P 00 <br /> GxPI ti17D91 SS i q <br /> SEATTLE <br /> In ) P08 7P' 8035 <br /> rF <br /> TACOMA <br /> PORTLAND <br /> k <br /> STOCKTON 1,- <br /> RENO <br /> I ° r 1' 1 tL lI r i F is <br /> OND <br /> LOS A , °n TIME <br /> ' M E O I 1 li <br /> LOS ANGELES '� i t - - -COW <br /> 2737 WEST COMMODORE WAY SEATTLE WA 98199 1233 <br /> PRODUCTS P O BOX 24447 SEATTLE WA 98124-0447 <br /> TIME TESTED 'rF <br /> July 19, 1993 <br /> Mr Michael Collins f - <br /> San Joaquin County Public Health Services 'b <br /> Environmental Health Division ' <br /> P 0 Box 2009 <br /> Stockton, California 95201 <br /> RE Request to Reuse Soil Stockpile Generated During Tank Removal at <br /> Jackpot Food Mart, 405 Cherokee Lane, Lodi, CA (Property No 04-010) <br /> Dear Mr Collins , <br /> On March 31, 1993, approximately 300 yards of backfill were removed from an <br /> excavation at the subject site during the removal of three underground storage <br /> tanks Due to the limited amount of space on the property, Time Oil received <br /> permission from the Environmental Health Division (EHD) to transport the <br /> stockpile to our facility at 14000 E Highway 88, Lockeford (Property No 04-049) <br /> for storage pending characterization and evaluation of disposal options <br /> On April 29, six discrete samples (STK-1 through STK-6) and one four-point <br /> composite sample (STK-A,B,C,D) were collected from the stockpile at depths of 18 <br /> inches to 20 inches by a representative of Western Environmental Science and <br /> Technology Oversight of the sample collection was provided by the EHD <br /> Each discrete sample was analyzed at a State-certified laboratory for gasoline <br /> and BTEX by EPA Methods 8015 and 8020, while the composite sample was analyzed <br /> for California TTLC 10 Metals by EPA Method 6010/7000 and halogenated volatile <br /> organics by EPA Method 8010 With the exception of 1 2 ppm gasoline in a single <br /> sample (STK-4) , no organic contaminants were detected Metals were not <br /> identified at concentrations of concern Copies of the analytical report and <br /> sampling location plan are included as Attachment 1 <br /> At this time, a stormwater retention basin is located behind our facility at 1434 <br /> W Yosemite Ave , Manteca (Property No 04-167) Although the basin was <br /> originally constructed to contain stormwater runoff, the property is now <br /> connected to the City's storm system Because it is no longer used, Time Oil <br /> requested permission from the City of Manteca Public Works Department to backfill <br /> the basin In their reply dated July 6, 1993 , the Public Works Department <br /> determined that the basin could be backfilled (See Attachment 2 ) <br /> Because analytical results indicate that the above-referenced stockpile contains <br /> only trace concentrations of gasoline , Time Oil requests your permission to use <br /> it to backfill the basin at our Manteca property Although the stockpile is not <br /> large enough to fill the entire basin, utilizing it as backfill would be more <br /> r <br />
