PHS/EHD has a contract with California State Water
Resources Control Board to conduct an underground storage tank corrective action program. The
above referenced site was placed in the PHS/EHD Local Oversight Program (LOP) in September
1990.
PHS/EHD met with Robert Phillips(site R.P.),Robert Marty with Geological Audit Services, and
Terry Fox representing Beacon/Ultramar, on March 24, 1995. The meeting was held to review
and discuss site assessment data collected from 1987 to present.
Applied GeoSystems conducted the first phase site assessment in 1987. A report containing
analytical results dated July 13, 1987 documented gasoline contamination in both soil and
groundwater. Based on the data in the report, the unauthorized release appeared to be in the area
of MW#2 (residual soil contamination exists from 30 feet to groundwater).
On March 21, 1990 four Underground Storage Tanks (UST) were removed and soil samples
collected. Results evidenced gasoline contaminated soil in the tank pit (Lab sample #NB-508
north end of tank#3). Point source removal of the affected area was conducted, but no finther
confirmation sampling performed. New UST's were later installed in the cavity and the area was
resurfaced with cement and asphalt.
Geological Audit Services performed the second phase subsurface investigation installing two
additional monitoring wells (#5 and #6) and two additional soil borings (B7 and B8). No soil
contamination was found in any of the sampling locations. Results from soil sampling in the area
of MW#6 (southwest and dowrWadient of MW#2) and results from MW#5 and B7 (north of the
contaminated tank location) establish zero lines in those directions.
A Division of San Joaquin County Health Caro Services
