Hwy 88
Lockeford, CA
This is to inform you that on September 1, 1993, the State Water Resources Control Board
(SWRCB) Underground Storage Tank Cleanup Fund Program (Cleanup Fund) staff
reviewed your file to determine your compliance with corrective action orders and directives
from San Joaquin County Public Health Services, Environmental Health Services
(PHS/EHD). According to PHS/EHD fres, no corrective action has taken place at the
above referenced site.
On January 11, 1988 an Underground Storage Tank Unauthorized Release Contamination
Site Report (UAR) was completed and flied by PHS/EHD due to documented
contamination from an investigation completed by Applied Geosystems and 1987. Soil
contamination (gasoline) was evidenced in the borings for MW-1, MW-2, and MW-3 from
30 to 60 feet. All 4 monitoring wells installed contained groundwater contamination with
.. benzene, toluene, ethylbenzene, xylenes (BTEX) and total petroleum hydrocarbons as
gasoline; with up to 2749 ppb gasoline and 147 ppb benzene in MW-2.
Two underground storage tanks and associated product lines were subsequently removed in
1990. Approximately 800 cubic yards of gasoline contaminated sola were excavated and
stockpiled on site. Sod results from beneath the tanks evidenced residual contamination as
high as 390 ppm gasoline. The full extent of soil and groundwater contamination must be
identified and corrective action performed. Pursuant to Section 25299.37 of the Health and
Safety Code, PHS/EHD is directing you to take corrective action in response to the UAR.
A workplan must be submitted to this office for review by November 1, 1993.
Compliance with corrective action orders and directives is a requirement for reimbursement
of cleanup costs from the Cleanup Fund. If a workplan is not received by the above date
and work is not completed by December 15, 1993, PHS/EHD will notify SWRCB staff that
you are not in compliance with our corrective action directives and your eligibility for
cleanup funds will be jeopardized.
A DivW=of San Joaquin County Heath Cme Services C
