%li GEORGE DEUKMEJIAN. Governor
SATE OF CALIFORNIA
=1 ;
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CALIFORNIA
VALLEY REGION
3443 ROUTIER ROAD. SUITE A
SACRAMENTO, CA 85827-3098
RECEIVED
10 January 1992 ,IAN 14 1992
ENVIRONMENTAL HEALTH
HERMIT/SERVICES
Mr. Robert Phillips
11490 Alpine Road
Stockton, .CA 95212
LOCKEFORD BEACON, 13975 HIGHWAY 88, LOCKEFORD, SAN JOAQUIN COUNTY
Your consultant, Mr. Daryl Nations, has requested a review of the site file for
closure. The request for site closure is premature. I have the following
comments based on the information in our file:
1. In June 1987, during a site assessment for property transfer, Applied
Ge.oSystems drilled and constructed four on-site monitoring wells. All
four monitoring wells contained ground water contamination. MW-2
contained 2749 ppb Total Volatile Hydrocarbons (TVH) and 147 ppb benzene.
2. The most recent document in our file is a report from 25 October 1988,
titled "Letter Report, Quarterly Ground-Water Monitoring". The four
monitoring wells again contained contaminated ground water. MW-2
contained 520 ppb Total Petroleum Hydrocarbons (TPH) and 35.4 ppb benzene.
3. As of December 1991, the extent of soil and ground water contamination
remains undefined.
4. No proposal for additional soil and ground water investigation and cleanup
has been submitted.
By 15 February 1992, submit the following:
1. Copies of all correspondence and reports generated since October 1988;
2. A proposal for soil investigation and remediation. If any soil
remediation has been conducted since October 1988, submit a report of the
results;
3. A proposal for defining the extent of ground water contamination. If this
has already been done, submit a report of the results;
Section 2652(d) of the Underground' Tank Regulations requires submittal of
quarterly reports. Your next quarterly report is due 20 January 1992 and then
quarterly thereafter. Failure to submit reports may subject you to formal
enforcement action under the California Water Code.
