rN
1t has been evident over the last five decades that the risk benefit ratio regarding pesticides has
It
overwhelming benefit and comparatively low risk to the United States population and to the
environment, as a whole.
With recent advances in fertilizer application technology and awareness of input economics, it is
assumed that fertilizers are applied carefully to the surrounding cropland acreage with the proper
techniques and controls such as soil and leaf tissue analyses. This allows for an equal
distribution of nitrogen, phosphorous and potassium (NPK) for crop uptake, thus preventing
excessive leaching past the root zone.
CONCLUSIONS AND RECOMMENDATIONS
As stated, the facility is operated with a high degree of environmental stewardship. From visual
observations, no surface contamination exists. The probability of subsurface contamination from
pesticides can be considered very low-to-nonexistent. The soil type down to the saturated zone is
predominately silty clay. The biological activities of these finer soil types are higher than in
sandier soils, thus creating a favorable environment for microbial degradation of organic
molecules.
Although the on-site domestic well is outside the 2000 foot radius of Site B, the referenced "well
receptor survey" requested by PHS-EHD may include this well. However, due to the indigenous
clay soils, and the unlined drainage ditch and Sugar Cut acting as a hydraulic barrier, it is
extremely unlikely that the petroleum hydrocarbon release originating from the Spreckles Sugar
Plant has impacted the subject property. This assumption is also based upon the findings that no
migration is occurring.
Contamination from a septic tank is usually dependent upon the age and type of tank
construction material. The on-site septic system is relatively new. Since the density of septic
systems in the surrounding area can be considered very low, impact to the subject property from
sewage effluent is highly unlikely. The density of systems is a prime factor for nitrate
contamination of the underlying groundwater.
Asbestos containing materials (ACMs) testing from any portion of the existing buildings is
outside the scope of this investigation. It appears ACM testing would not be warranted since no
structures are scheduled to be demolished or remodeled.
5
Vafley Ag Research
