Weber Ave, ii701
Stockton, Ca.95202
Dear Mr. Ornellas AUG 1 9 Z003
My name is Louis Ceci , I moved to Ripon five 9 trying ENVIRONt/Enl( Nt11Ll;i
escape the development/buildingp Years ago tr tw to PERMIT SERVICES
encountered in the Bay area. would likeetoand dbring telays oo your f up oattention sa
problem I am having trying to develop a seven acre storage yard in Tracy
and to ask for your help in correcting it.
Knowing the County would require a soils study for a septic system we
prepared one ahead of time, and submitted it July 17th, 30 days later no
one has looked at it. I went to their offices Friday and was told a
senior Specialist was going to handle it and to call him next week, I
waited until today and spoke to him and his response was the apprentice
would look at it and we would just have to live with the fact that they
are so understaffed, Further, I might have to wait until a Mr. Huggins
returned from vacation because he was filling in for him and handling
important customers at the counter,
Mr. Ornellas I was at the Counter two months ago. I spent $4,300.00
having a study done. Now I am told I will have to wait for one man to
return from vacation because the existing staff is incapable (due to lack
of experience not a lack of ability) of handing the workload. This is the
reason I refuse to build or develop in the Bay area. And in fact, led me
to move here and to choose a property in the "County" verses the "City",
for the relative ease of building.
I don't know what You can do to help correct the problem but
evidently the staff at the Evironmental Health Department is very
understaffed and the staff they do have (according to them) is
inexperienced novices being paid less then fully qualified individuals. I
understand the need for training and development Of staff but some fully
qualified staff is needed to avoid backlogs.
Once the reputation gets around that "this county" is difficult or
cumbersome or untimely to deal with then businessess will look elseware
to develop. I don't want that to happen. I like it here and don't want to
move again. I have had great results with all the other departments.
Please help the Evironmental Health Department they are very overworked.
sincere ,
Louis Ceci
23380 S.
