MacArthur Drive Tracy, CA 95377 REVISED PROJECT DESCRIPTION: Use Permit application for the expansion of an existing solid waste processing and recycling facility from 39.2 acres to 51.7 acres in two phases over twenty years with a maximum of 1,727 vehicles per day at final build out. Phase 1 to increase the daily waste capacity from 1,000 (tpd) to 1,800 (tpd) within ten years and Phase 2 to increase the daily waste capacity from 1,800 (tpd)to 2,500(tpd)within twenty years. The project will employ 160 persons and operate 24 hours a day seven (7) days a week. All outdoor processing activities will not begin before 6:00 a.m. and will not operate after 10:00 p.m. on site activities to include vehicle maintenance, equipment storage and truck parking, construction and demolition of inert debris (cdi), processing wood waste grindings, appliance recycling, and associated waste handling activites. Proposed site improvements will include: (1) The addition of 19,200 square feet to the existing 57,200 square foot material recovery facility and transfer station building. (2) Addition of 10,500 square feet to the existing maintenance and administration building. (3) Construction of a one (1) mega-watt wood waste bio-mass gasification unit for on-site energy use only. The project site is not under a Williamson Act contract. PROJECT LOCATION: The project site is located on the west side of S. MacArthur Drive (APN/Address: 253-130-19, 26; 30703 S. MacArthur Drive, Tracy) (Supervisorial District 5) ENVIRONMENTAL DETERMINATION: A Negative Declaration is being proposed for adoption. Copies of the Initial Study and proposed Negative Declaration are available at the Community Development Department. APPLICATION REVIEW: If you have any recommendations or comments on this project, please submit them to the Community Development Department no later than September 13, 2011. Comments or recommendations received after that date will not be used in staffs analysis and recommendation for this application. NOTE TO SURROUNDING PROPERTY OWNERS: The Planning Commission will hold a public hearing on this project. You will receive notice of the date,time, and place of the public hearing at a later date.
