{ Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S. MacArthur Drive, Tracy, Califomia 95377 <br /> Litter Control <br /> # Litter is removed daily, including from underneath equipment and other out-of-the-way <br /> locations, by site personnel to prevent accumulated material from interfering with safe <br /> operation. A daily (at minimum) site walk by facility personnel focuses on ensuring that <br /> wind-blown litter is picked up and a clean appearance maintained. The site is <br /> surrounded by fencing as shown on the Site Plan, which prevents litter from blowing <br /> from the facility onto public roads or neighboring property. Portable litter fences may be <br /> utilized, as needed, dependent upon wind conditions and direction. <br /> Noise Control <br /> i Mobile equipment will have mufflers to minimize noise impacts. Waste processing <br /> equipment to be used at the facility meets OSHA standards for noise and safety. All <br /> employees subject to excessive noise levels will wear ear protection devices in the <br /> enclosed facility. <br />{ <br /> A noise analysis was performed for the facility as part of the EIR and no impacts were <br /> required. Employee noise exposure shall be controlled by providing proper ear protection <br /> f <br /> equipment for all employees in compliance with Cal-OSHA/Fed-OSHA. As discussed in <br /> the EIR, noise from station operations is unlikely to create a health hazard to persons <br /> f using the site or to nearby residents. As previously discussed, the closest development to <br /> the project site are two residences (mobile homes) located approximately 600 feet north of <br /> the site on the east side of MacArthur Drive. The closest residential subdivision is <br /> approximately one mile north of the site along MacArthur Drive. In addition, locating the <br /> main processing areas in the bottom of the abandoned gravel pit will reduce noise <br /> exposure outside the site boundaries. See EIR for further information on noise. <br /> Odor Control <br /> Odor controls shall consist primarily of rapid waste removal. As discussed above, refuse <br /> shall be stored at the station for no more than 48 hours. Normal storage time anticipated <br /> at the station is no more than a few hours. Minimizing waste storage at the station <br /> combined with daily sweeping and periodic wash down of the tipping floor, to eliminate <br /> residue build-up, will eliminate the source of any potential odors. A Standard Operating <br /> Procedure (SOP) plan has been prepared. This SOP addresses the reduction of the <br /> generation and emission of odors from the facility. <br /> A misting system is installed within the MRF/TS building over the trailer loading area to <br /> minimize the potential of odor and dust problems. The misting system will be outfitted <br /> i` with the ability to convey an enzyme based odor neutralizer should odor become a <br /> seasonal problem during periods of extreme heat. <br /> Compost Facility: <br /> The project description for the composting facility is found in Section II of this document- <br /> it includes an Odor Impact Minimization Plan (OIMP) that is being proposed and will be <br /> incorporated into the Report of Compost Site Information as part of the Solid Waste <br /> Facility Permit revision process. <br /> 37 <br /> 170.18.03 CUP Project Description 050710 <br />
