Project Description—Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> r _ <br /> 30703S. MacArthur Drive, Tracy, California 95377 <br /> Site Characteristics <br /> Climatology <br /> The climate in the Northern San Joaquin Valley is characterized by hot, dry summers and <br /> cool, moist winters. Most of the annual precipitation occurs as rain that falls during the <br /> winter and early spring months. The distribution of this precipitation is dependent on the <br /> topography and the prevailing winds. Precipitation generally increases with elevation. <br /> Most of the rain falls during the months of November through April, with December, <br /> January, and February accounting for,more than one-half of the total. <br /> Average Annual Precipitation <br /> Climatologic values were calculated from measurements made at recording stations near <br /> the site. Monthly precipitation normal recorded from 9951 through 1980 at the Tracy <br /> Carbona Station (No.4-8999) (elevation 140 ft. MSL) located approximately 1 mile North of <br /> the site is 9.5 inches per year(California Department of Water Resources, 1981 a). <br /> r. Additionally, an isohyetal mapof the area (San Joaquin County Department of Public <br /> Works improvement Standards, 1991), depicts the mean annual precipitation. Based on <br /> these data and the rain fall data discussed above, it is estimated that the average annual <br /> rainfall at the Tracy MRF/Transfer and Composting Facility site is approximately 9.5 inches <br /> per year. <br /> Maximum 24-Hour Precipitation <br /> I The California Department of Water Resources (1981b) has calculated a 100-year, 24- <br /> hour precipitation of 2.75 inches for the Tracy Pumping Plant Station (No. B90-8996-01) <br /> located approximately 12 miles Northwest of the site and 2.71 inches for the Tracy <br /> Carbona Station (No. B90-8999) approximately 1 mile north of the site. A 100-year, 24- <br /> hour precipitation of 2.75 inches was used in the facility design calculations. <br /> Evaporation <br /> Evaporation values have been calculated by the Califomia Department of Water <br /> Resources (1979), using data from fourlocal stations recorded between 1953 and 1979. <br /> The four stations are in the proximity of the site. The average Pan A evaporation used for <br /> design of the facility is 78.7'; an average of the mean evaporation rate of the four stations. <br /> 1 <br /> Edgar&Associates,Inc.
