Project Description—Report of Composting Site Information <br /> Tracy Materlal Recovery Facility and Transfer Station <br /> 30703 S. MaMithur Drive, Tracy, California 95377 <br /> Composting Process Overview <br /> An overview of the composting process is presented below: <br /> • Incoming trucks will be received and weighed at the scale located near the <br /> gatehouse. The scale personnel will direct haulers to the appropriate area of the <br /> composting facility. Appropriate signage in conformance with the requirements <br /> of 14 CCR §17867(a) (7) will be placed within the composting facility. <br /> • The facility personnel will conduct a load check during unloading. At least one <br /> trained load-checking employee will be present during deliveries. <br /> Contaminated and uncompostable materials will either be returned to the hauler <br /> or placed in bags or cans or set aside. <br /> • The green material, yard trimmings, and wood wastes will be processed in a <br /> portable horizontal grinder within the boundary of the compost operations area <br /> or deposited directly into the windrows. <br /> • Feedstock designated to the CTI System TM (i.e. food material, and compostable <br /> material) will processed in the CTI feedstock processing/mixing area. <br /> • All information pertaining to each pile will be documented in site records and <br /> ( ` allow instant identification of pile status (e.g. start date, temperature readings, <br /> turnings, and sampling) and allow site personnel to isolate material waiting <br /> testing results. The Site Manager will keep a map showing windrow location <br /> and numbering system. <br /> • The temperature of the windrow materials will be monitored and controlled, and <br /> the windrows turned on a regular basis so that the composting process is <br /> maintained. A front-end loader and windrow turner will be used to turn the <br /> windrows. Windrows will be turned as needed for an anticipated period of 12 <br /> weeks. Subsequent curing of material in place will take place for up to eight <br /> weeks. <br /> • Water is added as necessary to the compost windrows to maintain the <br /> appropriate composting moisture and control dust. A piped irrigation system is <br /> used to apply water to the wond rows. The frequency of irrigation will vary with <br /> the season. The water truck will also be used to control dust generation during <br /> grinding or screening and be available for fire protection. <br /> • Pathogen Reduction for Windrow Composting: The process of turning windrows <br /> provides sufficient oxygen to sustain the biological activity and keep the <br /> material at a temperature of 55 degrees Celsius (131 degrees Fahrenheit), or <br /> higher, for a period of 15 days, or longer, which meets regulatory pathogen <br /> reduction requirements (14 CCR §17868.3). There will be a minimum of 5 <br /> turnings of the windrow during a 15-day period during which readings such as <br /> temperature is monitored and documented.
