1 <br /> Project Description Report of Composting Site information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. Mac4rthur Drive, Tracy, Califom/a 95377 <br /> Fire Control: The primary focus is on fire prevention. The maintenance of proper <br /> moisture and temperature control of materials will minimize the potential for fire. An <br /> emergency water supply system is in place in the event of an electrical outage capable of <br /> providing 150,000 gallons of water at 1,200 gallons per minute. <br /> The green material windrows will be separated by a minimum of 4 feet, with a perimeter <br /> road of at least 12 feet. Windrows will be maintained at a sufficiently high moisture <br /> content to minimize the potential for spontaneous combustion of the composting <br /> materials. The windrows will be turned or sprayed with water at a frequency sufficient to <br /> r avoid elevated internal temperatures and attendant risk of auto-combustion. Fire lanes <br /> of a minimum of 12 feet in width will be established to allow emergency access to all <br /> operations areas. All feedstock storage piles will have a minimum of 12-foot buffer <br /> around them for easy access. <br /> e. A description of the proposed emergency provision for equipment breakdown <br /> or power failure. <br /> Minor equipment breakdowns will be managed by on-site mechanics and typically is <br /> corrected within two days. In the event of severe mechanical failure, similar processing <br /> equipment can be rented from nearby facilities. The facility maintains good <br /> relationships with nearby equipment vendors who can provide back up and temporary <br /> equipment on very short notice. CTI, Inc., the suppliers of the feedstock compaction <br /> machine used with the CTI System TM has additional equipment in northern California <br /> that can be made available on short notice. The Office shop building will be outfitted <br /> with telephones for business and emergency requirements. Employees are equipped <br /> with cellular phones. Portable generators are available in case of power failure. <br /> At least one back-up blower for the CTI SystemTm will be maintained onsite. An <br /> emergency portable generator is available rental on a same day notice time period as a <br /> backup for the CTI SystemTNI <br /> f. A description of the anticipated maximum and average length of time compost <br /> will be stored at the facility. <br /> The total time the green material feedstock remains at the facility using the elongated <br /> windrow composting method are approximately 12 to 20 weeks. The finished product <br /> will then be stored on-site for not more than 180 days until the product is shipped off to <br /> market. There is adequate room on-site to store the finished product for extended <br /> periods. The Site Plan provides capacity totaling 56,000 cubic yards of total compost <br /> material. <br /> The number of bags either composting or curing may be up to 16, assuming 12-foot <br /> diameter bags. After the compost is curedin the bags, or combined into a larger <br /> windrow from two bags, the food waste compost product will then be screened and may <br /> be stored up to 60 days, with each successive screening events, and then stored on site <br /> for up to 180 days.
