1
{ Project Description— Report of Composting Site Information
Tracy Material Recovery Facility and Transfer Station
30703 S. MacArthur Orive, Tracy, Callfornia 95377
from restaurant wastes, and plastics from grocery store wastes, will be recovered from
the feedstock and will be temporarily stored on-site. Recyclables shipped to the facility
will be stored outside in bins or in bunkers inside the building. MSW disposal residues
will be taken to a permitted landfill.
k. Water supply for process water required
Assuming a maximum throughput of 200 tons per day the facility could require up to
21,600 gallons of process water per day. The on-site well has a capacity of 250 gallons
per minute and is more than sufficient to achieve this maximum requirement. This
water is suitable for use in the composting process to maintain the proper moisture
content. Water for feedstock conditioning will be added using a piped irrigation system.
The water will be added on the surface of the piles before turning to incorporate
moisture into the pile to during the turning of the windrows. Water will be added as
required to maintain moisture content at or near 30 percent. If water needs to be added
to the CTI enclosed vessel system, it will be added at the time of processing. Water
does not need to be added to the enclosed system after the material is bagged. The
t covered aerated static piles are watered when moved during processing or covers may
be removed to accommodate supplementary watering, if needed.
L Identification of persons responsible for oversight of facility operations:
r Trac Material Recovery& Solid
Y ry Waste Transfer, Inc., is both owner and operator of the
site. The following person is responsible for site operations:
# Mike Repetto
Operations Manager
30703 S. Macarthur Drive
Tracy, CA 95376
Phone (209) 835-060
In. A description of the proposed site restoration activities in accordance with
§17870
The proposed compost facility is not designed with a pre-scheduled termination date.
However, once the facility ceases# y o erations Trac
p y Material Recovery& Solid Waste
Transfer, Inc., will comply with the site restoration requirements of 14 CCR §17870.
This will include cleaning the site of any compost materials and removing all processing
equipment. Improvements (i.e. inert pad and structures) shall be left intact unless
Tracy Material Recovery & Solid Waste Transfer, Inc., as landowner, seeks to remove
them. The LEA will be notified at least 30 days prior to site restoration activities
commencing. The inert pad represents a valuable in-place stockpile of inert material
that could be crushed for use as an aggregate material for construction.
f
30
Edgar&Associates,Inc.
