Project Description - Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> Technology Application Section 3 <br /> Pile, enclosed aerated static ("CTI Systemim 11) <br /> The enclosed vessel composting system operated by the TMRITS and CF for <br /> processing mixed solid waste, pre and post-consumer food material and green material <br /> is designed and distributed by Compost Technologies Inc. (CTI). The CTI SystemTM <br /> provides a method to aerobically decompose organic waste through aeration, <br /> compaction, and continual percolation of moisture. The collapsible, portable bag <br /> system produces beneficial soil amendments and fertilizers. All methods and . <br /> procedures used by The TMRITS and CF shall be pursuant to manufacturer's <br /> specifications. <br /> b. A descriptive statement of the operations conducted at the facility <br /> • Feedstocks <br /> The feedstock material for the existing enclosed vessel system consists of pre and <br /> post-consumer food wastes from residential, commercial and industrial sectors <br /> mixed with a bulking additive to provide porosity in bags that are 12 feet wide and <br /> 185 feet long. Non-com' postable materials removed from accepted loads of <br /> feedstock material will be handled as previously described. This will aid in reducing <br /> the overall residual percentage generated through the in-vessel composting method. <br /> • Load Checking and Process Liquids <br /> The food waste will be mixed with the bulking agent (green materials and wood <br /> chips) and process liquid added to achieve the desired moisture content. The <br /> process liquid will be absorbed as all the materials are combined. The combination <br /> of these waste streams will then be placed into the CTI System TM bag. The process <br /> liquids are both desirable and needed for the CTI SystennTm. If necessary, additional <br /> green material or wood chip material may be used to absorb free liquids. This green <br /> material or wood chip material would then be introduced as feedstock into the mixer <br /> for bagging in the CTI SystemTm. Areas where waste accumulates will be cleaned to <br /> ' control odors, rodent attraction, or fly breeding. <br /> • Odor Control <br /> Operational practices will be key contributors to effective odor control. Thorough <br /> inspections of incoming loads coupled with prompt blending of yard and organic <br /> wastes, plus rapid movement of feedstock from the CTI feedstock prodessinglmixing <br /> area into the fully enclosed composting bags are all essential operating steps. <br /> Under normal operations, wastes will be processed into bags within 48 hours of <br /> receipt. <br /> • gagging <br /> The feedstock is placed into a bagging machine that fills an elongated thermoplastic <br /> 8-mil laminated plastic composting bag and installs two air vent pipes to assist <br /> 1 <br /> 38 <br /> Edgar&Associates,Inc.
