i
i
Project Description -Construction &Demolition/Inert Debris Facility Report
Tracy Materia/Recovery Facility and Transfer Station
30703 S. MacArthur Drive, Tracy, California 95377
eliminate or control dust, fumes, vapors, or gasses to protect worker andublic
safety, prior to their removal from the facility. p
The greatest likelihood of hidden hazardous waste being in the waste stream
t
occurs in the C&D debris boxes. The debris boxes are dumped in the processing
area and spread out for sorting. Hazardous materials discovered during dumping
may be cause for;rejection of the entire load or removal of said materials by the
deliverer for proper disposal. The loads are screened for unacceptable materials
by employees helping with the sorting process. Unacceptable materials are .
extracted from tfie waste, stored, and eventually recycled (latex paint) or
disposed of properly. Remaining unacceptable materials are detected during the
hand sorting and transfer process.
The HHW will be stored within a HHW storage locker at the adjacent MRF & TS
building. The HHW storage container and the storage area conform with the
requirements of 22, CCR 66265.170 and HHW will be transported by the operator
or a licensed vendor to a permitted facility for proper handling and/or disposal
within 90 days.
i
+' Litter Control [14 CCR 17408.1]
Wind blown litter and residuals are
removed daily,. including from underneath
equipment' and other out-of-the-way locations, by site personnel to prevent
accumulated material from interfering with safe operation. A daily (at minimum)
site walk by facility personnel focuses on ensuring that wind-blown litter is picked
up and a clean appearance maintained. The site is surrounded by fencing as
shown on site plans in Appendix A, which prevents litter from blowing from the
facility onto public roads or neighboring property. Portable litter fences may be
utilized, as needed,,idependent upon wind conditions and direction.
i
1
Medical Wastes 114 CCR 17408.2]
Medical wastes will not be accepted at this facility.
Noise Control [14 CCR 17408.3]
' A noise analysis was performed for the facility as part of the 1993 EIR and no
mitigations of impacts were required. Employee noise exposure shall be controlled
by providing proper ear protection equipment for all employees in corn compliance p ance with
Cal-OSHA/Fed-OSHA. As discussed in the EIR, noise from station operations is
unlikely to create a health hazard to persons using the site or to nearby residents.
As previously discussed, the closest development to the project site are two
residences (mobile homes) located approximately 600 feet north of the site on the
east side of MacArthur Drive. The closest residential subdivision is approximately
one mile north of the site along MacArthur Drive.
