Project Description —Construction &Demolition/Inert Debris FaciI4 Report <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, Cahfomla 95377 <br /> Site Security [14 CCR 17418.1] <br /> A 6-foot slatted chain link fence with two gated access points surrounds the site. <br /> The entrance gates are closed and locked when the facility is not operating. <br /> Stadium lighting consisting of 20-30-foot-high poles is installed to add to <br /> nighttime security and mitigate theft or damage. <br /> Site Attendant [14 CCR 17418.2] <br /> The facility may be open for receiving Monday through Sunday, 24 hours per <br /> day; a site attendant monitors all incoming and outgoing vehicles and persons <br /> using the entrance/exit during receiving hours. <br /> Traffic Control [14 CCR 17418.3] <br /> Traffic to the site uses MacArthur Drive off of Linne Road. There are no schools, <br /> hospitals, or essential public facilities along the route to the site. Traffic routing <br /> on-site is from the front entrance, across the scales, to the C&D Operations Area <br /> or Inert Processing Area, then back to the street. Entrance gates are closed and <br /> locked when the facility is not operating. Signage is used to direct traffic within <br /> the facility. <br /> r <br /> The amount of traffic is provided in Table 13 below. Refer to the traffic summary J <br /> chart in Appendix D for the distribution of traffic by time of day. <br /> Table 13 --Traffic <br /> Number of Trips <br /> Total Tris 1,727 <br /> Peak Hour Tris 155 maximum <br /> The highest traffic counts occur during off-peak hours as most of the trips occur <br /> in the early morning, throughout the mid-day, and in late afternoon. Contractors <br /> typically start early, between 6 a.m. and 7 a.m., and end early from 3:00 P.M. to 4 <br /> p.m. <br /> On-site driveways will be maintained to minimize dust generation, and to provide <br /> safe, year-round access to the facility. <br /> Access to the site is controlled by scalehouse personnel. On-site traffic will be <br /> controlled by signage, cones and subject to standard safety rales, including <br /> speed limits, which will be enforced and adhered to by facility personnel, to <br /> facilitate worker safety throughout the facility, including safe ingress and egress <br /> within the tipping areas. <br /> 29 170.18 CDI FacReport 121907.doc <br />
