Legal Description of Facility attach map with RFI: THE FACILITY IS LOCATED ON THE N.E.QUARTER OF SECTION 16 OF TOWNSHIP 3 SOUTH,RANGE 5 EAST,MOUNT DIABLO BASELINE AND MERIDIAN(see Appendix A) 13. Findings: a. San Joaquin County Integrated Waste Task Force has concluded that the proposed Tracy Materials Recovery&Transfer facility is consistent with the goals and policies of San Joaquin County Integrated Waste Management pursuant to Public Resource Code (PRC)50000—50002. b. This permit is consistent with the standards adopted by the California Integrated Waste management Board(CIWMB),pursuant to PRC 44010. c. The design and operation of the facility is in compliance with the State Minimum Standards for Solid Waste Handling and Disposal as determined by the LEA and CIWMB joint staff inspection dated December 24, 1996. d. The Tracy Rural CountyFire Protection District has determined that the facility is in conformance with applicable fire standards as required in PRC,Section 44151. e. An Environmental Determination(i.e.Notice of Determination)SCH#93042093 is filed with the State Clearinghouse for this facility pursuant to PRC,Section 21081.6. f. A County-wide Integrated Waste Management Plan has been approved by the CIWMB on March 1997. g. The following authorized agent has made a determination that the facility is consistent with,and designated in,the applicable general plan:San Joaquin County Planning Commission. PRC,Section 50000.5(a). h. The following local governing body has made a written finding that surrounding land use is compatible with the facility operation, as required in PRC,Section 50000.5(b):San Joaquin County Planning Commission. 14. Prohibitions: The permittee is prohibited from accepting any liquid waste sludge,non-hazardous waste requiring special handling,designated waste,or hazardous waste unless such waste is specifically listed below,and unless the acceptance of such waste is authorized by all applicable permits. 1. Tires. 2. White Goods. 3. Household Hazardous Waste. 4. Green Wastes. 5. Cannery Waste. The Pemvttee is additionally prohibited from the following items: 1. Disposal of Untreated Medical Waste. 2. Disposal of Large Dead Animals, 3. Scavenging. 4. Oven Burning. 15.
