These concentrations can be converted to
emission factors in g/bhp-hr as follows:
EFNOx = (91108) x(7,648 dsdmdMMStu)x(131 MMBtu/MMscfla)x(0.045056 MMscf/hr)
x(46 IbAb-mol)x (1 ib-moV379.5 sco x(453.6 gAb) x((20.9) +(20.9— 15))}
(700 bhp)
EFNm = 0.11 g/bhp-hr
EFvoc = (25/108)x (7,648 dscfwVMMBtu)x (131 MMBWNMsdi.,) x (0.045056 MMscf/hr)
x(16 Ib/lb-moi)x(i ib-mol/379.5 scf)x(453.6 glib) x ((20.9) + (20.9— 15)) +
(700 bhp)
EFvoc= 0.11 glbhp-hr
Flare:
Although the applicant's proposal includes the possibility of supplementing the syngas
with propane if necessary to ensure complete combustion in the flare, the emission
factors for the flare are taken from FYI-83 (and through that FYI, from EPA Document
AP-42),which presented standardized Industrial flare emission factors that are
independent of the specific fuel gas combusted. Therefore, supplementing the syngas
with propane in the flare will have no impact on the emission factors. The emission factors
for the flare are Ilsted In the following table:
Pollutant EF Ib1MMBtu Source ;
NOx 0.068 FYI-83
PM12 0.008 FYI-83
sox 0.0065 AP-42 Table 3.1-2b
CO 0.37 FYI-83
--- VOC 1 0.063 FYI-83
3(0.0065 Ib/MMBtu)x(131 MMBtu/MMscf)x(0.045056 MMscflhr)x(453.6 glib)+(700 bhp)=0.03 Ohp-hr
`Although FYI-83 applies to ollfield Industrial flares, it is worth noting that VOC emissions from flares result from
incomplete combustion of VOC. Since the gas analysis Indicates the syngas will contain no VOC,the lower
emission factor from FYI-83 is conservatively appropriate.
8
