1./
24 May 2004
AGE-NC Project No.04-1162
Section 18 pesticides are pesticides granted an emergency exemption from registration by the U.S.
Environmental Protection Agency (EPA). The EPA places three conditions on this type of
registration:
• no effective registered pesticides are available,
• no feasible alternative control practices are available, and
• the situation involves the introduction of a new pest or will present significant risks to human
health or the environment or will cause significant economic loss.
None of the subject property chemicals were listed by the SJCACO Section 18 substances.
Pesticide Use Reports: According to the Pesticide Use Reports provided to AGE for the subject
property, the following agricultural chemicals were used on the property. Included for each of the
agricultural chemicals reported to have been used on the subject property is a summary of the use,
toxicity and half-life (if available) as referenced in EXTOXNET (EXtension TOXicology
NETwork), a cooperative effort of University of California-Davis, Oregon State University,
Michigan State University, Cornell University, and the University of Idaho,in the Material Safety
Data Sheet(MSDS)providedbythe manufacturer forthat chemical.Copies of chemical information
sheets are provided in Appendix C.
January 2003 PUR:
BUCTRIL (Bromoxynil Octanoate Ester): (application rate: total use for 190 acres - 23.7 gallons,
1 pint per acre) Bromoxynil is a nitrile herbicide that is used for post-emergent control of annual
broadleaf weeds. It is especially effective in the control of weeds in cereal, corn, sorghum, onions,
flax, mint, turf, and on non-cropland.The compound works by inhibiting photosynthesis in the target
plants. It is available as an emulsifiable concentrate and a suspension concentrate. It is listed as a
moderately toxic compound in EPA Toxicity Class H;Bromoxynil is moderately toxic via ingestion
and not considered to be a skin irritant. It is a suspected teratogen, but not carcinogenic at reasonable
exposure; mutagenic effects are inconclusive. Bromoxynil has a low persistence in soil, with an
estimated average half-life of 10 days. Bromoxynil was banned in 1998 for use on cotton because
toxic effects were born in the cotton seeds, which were used for food products;it was later reinstated.
WEEDAR 64 (2.4-D DMA): (application rate: total use for 190 acres- 17.81 gallons, 12 ounces per
acre)Used for broadleaf weed control;the main ingredients are acetic acid and dimethylamine salts.
Weedar is harmful via ingestion and inhalation and a slight irritant via skin contact. It is not
considered to be mutagenic but is thought to be carcinogenic with prolonged exposure. Weedar
rapidly dissociates to parent acid in the environment; the typical half-life ranged from several days
to several weeks.
Advanced GeoEnvironmental,Inc.
