WASTE DISCHARGE REQUIREMENTS ORDER NO.115-2002-0072 5_ <br /> GEORGE REED, INC.AND 711 MATERIALS,INC. <br /> AGGREGATE MINE AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> 33. Topsoil is removed from areas to be excavated and stockpiled; topsoil is then spread on <br /> reclaimed areas. Reclaimed areas will be used for agricultural purposes. <br /> 34. Surface Mining and Reclamation Act(SMARA) documentation has been submitted as part of the <br /> EIR and subsequent negative declarations. The reclamation plan describes returning the land to <br /> agricultural use when the excavation and processing activities end. <br /> BASIN PLAN, BENEFICIAL USES,AND REGULATORY CONSIDERATIONS <br /> 35. The Water Quality Control Plan for the Sacramento River and San Joaquin River Basins, Fourth <br /> Edition (hereafter Basin Plan) designates beneficial uses, establishes water quality objectives, <br /> contains implementation plans and policies for protecting waters of the basin, and incorporates <br /> by reference plans and policies adopted by the State Water Resources Control Board. Pursuant <br /> to Section 13263(a) of the California Water Code, waste discharge requirements must implement <br /> the Basin Plan. <br /> 36. Surface water drainage is to the Mokelumne River. <br /> 37. The beneficial uses of the Mokelumne River are agricultural irrigation, agricultural stock <br /> watering, contact recreation, canoeing and rafting recreation, other non-contact recreation,warm <br /> freshwater habitat, cold freshwater habitat, warm water migration, cold water migration,warn <br /> water spawning, cold water spawning, and wildlife habitat. <br /> 38. The beneficial uses of underlying groundwater are municipal and domestic supply, agricultural <br /> supply, industrial service supply, and industrial process supply. <br /> 39. State Water Resources Control Board Resolution No. 68-16 requires that the Regional Board, in <br /> regulating the discharge of waste, must maintain high quality waters of the state until it is <br /> demonstrated that any change in quality will be consistent with maximum benefit to the people <br /> of the State, will not unreasonably affect beneficial uses, and will not result in water quality less <br /> than that described in the State Board's policies (e.g., quality that exceeds water quality <br /> objectives). <br /> 40. The Regional Board has considered anti-degradation pursuant to State Board Resolution 68-16 <br /> and believes that this discharge will not impact underlying groundwater. No chemicals are <br /> added to the wastewater stream; the settling ponds are used only for settling out earth materials. <br /> 41. A Final Environmental Impact Report (EIR) dated 13 August 1990 was prepared for the San <br /> Joaquin County Department of Planning and Building Inspection. The EIR was adopted on 22 <br /> January 1991. Subsequently, several negative declarations addressing excavation areas not <br /> identified in the EIR have been adopted by the San Joaquin Community Development <br /> Department. <br /> 42. The applicable EIR measures for water quality are briefly summarized below: <br /> a. An erosion control plan shall be prepared if haul road bridge removal or replacement is <br /> needed. <br />
