V <br /> WASTE DISCHARGE REQUIIRTrMENTS ORDER NO. R5-2002-0072 -10- <br /> GEORGE REED,INC. AND 711 MATERIALS,INC. <br /> AGGREGATE MINE AND WASTEWATER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> signature(s) and seal(s) of the registered professional(s) in a manner such that all work can be <br /> clearly attributed to the professional responsible for the work. <br /> 2. The following reports shall be submitted pursuant to Section 13267 of the California Water <br /> Code and shall be prepared by registered professionals as described by Provision No. E.1: <br /> a. By 31 May 2002, the Discharger must submit a Notice of Intent to seek coverage under the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000001 for Discharges of Storm Water Associated With Industrial Activities. <br /> b. By 31 July 2002, the Discharger shall submit a report that describes the freeboard <br /> measurement locations for all ponds, or a pond location area. The freeboard measurement <br /> location shall be consistent with Discharge Specification B.14. <br /> c. By 31 July 2002, the Discharger shall submit a report describing how the wastewater flow <br /> rates are metered at locations that meet compliance with the MRP. If meters do not <br /> presently exist, meters shall be installed by this date. Flow rate measurement is required at <br /> the aggregate washing facility effluent,the asphaltic concrete plant effluent, and the <br /> concrete batch plant. <br /> d. By 31 July 2002, the Discharger shall submit an Interim Operations and Maintenance <br /> Plan, including (a) notification procedures and actions to be taken when the wastewater in <br /> the ponds fail to meet specified requirements for freeboard,pH, or creates a condition of <br /> pollution or nuisance, (b) weed abatement measures and vector control practices, and(c) a <br /> berm inspection and maintenance program. This plan shall also include the procedures that <br /> will be followed during the event of an unauthorized discharge to surface water. <br /> e. By 31 July 2002,the Discharger shall submit a report describing the concrete batch plant <br /> washout facility containment structure and the operation of the recycling system. <br /> f. By 31 July 2002, the Discharger shall submit a Soluble Metal Report that determines the <br /> concentration of soluble metals in the wastewater discharged to the concrete batch plant <br /> washout facility. The constituents to be monitored shall at a minimum include all the <br /> pollutants specified in Title 22 of the California Water Code, Section 66261.24 (2)(A), <br /> including chromium(VI) compounds. The sample data must be of sufficient quality to <br /> determine if the waste is a designated waste. The report shall also specify if the wastewater <br /> discharged from the concrete batch plant, concrete mixing truck rinse water, and other <br /> wastewater discharged to the washout facility should be classified as a designated waste. <br /> The report must include the rationale for the classification. If the concentration of soluble <br /> metals exceeds water quality standards, then the Discharger shall submit a Report of Waste <br /> Discharge that describes a storage/containment system that is capable of storing designated <br /> waste in conformance with the regulations contained in Title 27 of the California Water <br /> Code. <br />
