California Regional Water Quality Control Board -
Central Valley Region x<
Steven 1'.Buller,Chair
Winston H.Hickos Cray Davis
Secreraryjor Sacramento Main Office Governor
Environmental Inlemet Address: hilp://www.swreb.ca.gov/—rwgcb5
Proleclion 3443 Routier Road,Suite A,Sacramento,Califomia 95827.3003
Phone(916)255-3000•FAX(9 16)255-3015
23 October 2000
Brian Grattidge Ronald Souza
State Clearinghouse George Reed, Inc.
1400 Tenth Street P.O. Box 548 -
Sacramento, CA 95814 Sonora, CA 95370
PROJECT QX-99-1 (GEORGE REED, INC.), NEGATIVE DECLARATION, SCH#1000102053,
SAN JOAQUIN COUNTY ;2 3 Yam ,_, Q
I have reviewed the Negative Declaration distributed by the State Clearinghouse k
j
earinghouseiin correspondence dated
13 October 2000. The document describes plans for excavation of two million tons of aggregate in two
phases over 12 years at a site near Clements. George Reed Inc. was issued Waste Discharge
Requirements (WDRs) Order No. 93-177 for an aggregate operation in the same general area. It is
unclear from the description provided in the Clearinghouse document if the area to be excavated is part
of the previously permitted area.
If the area to be excavated is not part of the area described in the existing WDRs, the volume of
wastewater has changed, or the storage/application areas of the wastewater has changed from what was
described in the original RWD, then consistent with California Water Code Section 13260, George
Reed, Inc. shall submit a RWD at least 120 days prior to discharging wastewater to the new
storage/application areas.
Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the
National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of
activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General
Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI)to the State Water
Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared.
If construction associated with the project will disturb more than five acres or is part of a larger common
plan of development that encompasses five or more acres, the property owner needs to obtain permit
coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No.
CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before construction
begins, the proponent must submit an NOI to comply with the permit to the State Water Resources
Control Board and a SWPPP must be prepared. If there are any questions about this process or the storm
water program, you may call Dani Berchtold at(916) 255-3383 or Leo Sarmiento at (916) 255-3049.
Additional information can be found at the Storm Water website -
http://www.swrcb.ca.govlstormwtrlindex.html.
California Environmental Protection Azency
A Rarvcird Poner
