The document describes plans for excavation of two million tons of aggregate in two <br /> phases over 12 years at a site near Clements. George Reed Inc. was issued Waste Discharge <br /> Requirements (WDRs) Order No. 93-177 for an aggregate operation in the same general area. It is <br /> unclear from the description provided in the Clearinghouse document if the area to be excavated is part <br /> of the previously permitted area. <br /> If the area to be excavated is not part of the area described in the existing WDRs, the volume of <br /> wastewater has changed, or the storage/application areas of the wastewater has changed from what was <br /> described in the original RWD, then consistent with California Water Code Section 13260, George <br /> Reed, Inc. shall submit a RWD at least 120 days prior to discharging wastewater to the new <br /> storage/application areas. <br /> Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI)to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br /> If construction associated with the project will disturb more than five acres or is part of a larger common <br /> plan of development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before construction <br /> begins,the proponent must submit an NOI to comply with the permit to the State Water Resources <br /> Control Board and a SWPPP must be prepared.
