Analysis <br /> Background <br /> The project site is currently being utilized as a walnut orchard. George Reed, Inc., operates a quarry <br /> adjacent to and immediately south of the proposed quarry. This quarry was approved under QX-90-1 and is <br /> scheduled to complete reclamation of the entire site by the end of 2001. A ten percent expansion of QX-90- <br /> 1 was approved under IP-00-5 in October of this year. IP-00-5 permitted an additional 12 acres, shown on <br /> the site plan, for excavation and allowed the operator to continue excavation while the subject permit is <br /> being processed. Sand and gravel excavated from the existing quarry is processed at an existing plant <br /> located on the north bank of the Mokelumne River, which is operating under existing Quarry Excavation <br /> Permit No. QX-84-2. <br /> Project Description <br /> This application is for a Quarry Excavation Permit to excavate approximately two million tons of sand and <br /> gravel from 69.5 acres of a 79-acre project site, in two phases. Excavation and site reclamation are <br /> scheduled to be completed in 12 years. The maximum depth of excavation is approximately 30 feet. <br /> Reclaimed slopes are proposed to be at 2 to 1 or flatter. <br /> The excavation is located in the southwest quadrant of Mackville Road and the Mokelumne River, north of <br /> the Town of Clements. Excavation will proceed from the south to the north in approximately five-acre <br /> increments. Sand and gravel excavated from the site will be processed at the existing plant on the north <br /> bank of the Mokelumne River and will be transported via trucks on an existing bridge. <br /> Geology <br /> The site is identified by the Department of Conservation, Division of Mines and Geology (DMG), as a <br /> Mineral Resource Zone—3 (MRZ—3)of potential significance. The project site lies within the ancient flood <br /> plain of the Mokelumne River and contains alluvial deposits of soil, sand, gravel,and rock. <br /> General Plan and Zoning <br /> The General Plan designation for the site is General Agriculture (A/G), and the zoning is AG-40 (General <br /> Agriculture, 40-acre minimum parcel size). A Quarry Excavation Permit may be approved in the AG-40 <br /> zone if the property to be excavated contains substantial deposits of mineral resources. The proposed <br /> project complies with all General Plan and Development Title provisions. <br /> Department of Parks and Recreation <br /> The proposed quarry is located adjacent to Stillmann Magee County Park, which is located north of the <br /> project site. Excavation is proposed within 25 feet of the park boundary. The Department of Parks and <br /> Recreation responded to this application with several concerns including noise, dust, slope stability, and <br /> aesthetics. The applicant has proposed the following mitigation measures: <br /> 1. All equipment used at the site will be equipped with state-of-the-art noise shielding and muffling <br /> devices to minimize noise from the operation of the equipment. <br /> 2.
