CONDITIONS OF APPROVAL <br /> QX-99-2 <br /> George Reed, Inc. <br /> Quarry Excavation Application No. QX-99-2 was approved by the San Joaquin County Planning <br /> Commission on December 7, 2000. The effective date of approval is December 17, 2000. This <br /> approval will expire on June 18,2002,which is 18 months from the effective date of approval,unless <br /> (1)all Conditions of Approval have been complied with,(2)all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact:Tina Wehrmeister,468-8477) <br /> a. APPROVAL: This approval shall be for a phased 12-year excavation of the 69.5-acre portion of the <br /> 79-acre project site, as shown on the approved Mining and Reclamation Plan dated April 7, 1999. <br /> The Reclamation Plan text is attached as Exhibit A. <br /> b. IMPROVEMENT PLAN: The Improvement Plan shall be prepared by a registered Civil Engineer <br /> and show drainage, driveway access details, on-site parking, existing and proposed utility services, <br /> grading, and reclamation. A Plan Check fee as specified by Section 9-240 will be required. The <br /> Mining and Reclamation Plan shall be prepared in accordance with the reclamation standards <br /> developed pursuant to the Surface Mining and Reclamation Act (SMARA) Section 2773(b) and <br /> approved by all agencies with permit authority prior to initiating the use. <br /> c. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five(25) feet to a <br /> property boundary.(DevelopmentTitle Section 9-1415.3[b]) <br /> d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic-control and warning signs shall be installed, if required, at such intersection. The placement <br /> and size of these signs shall be approved by the Director of Public Works. (Development Title <br /> Section 9-1415.3[c]) <br /> e. EROSION CONTROL: Protective vegetative planting,silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development <br /> Title Section 9-1415.3[d]) <br /> f. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit.
