We recommend that prior to the
establishment of the orchard, an evaluation of soil or growth medium, including need
for soil amendments, fertilization, or mulching be conducted. If amendments are
used, drainage from the orchard must be controlled to prevent contamination of
surface or ground water
13.CCR Section 3705(k) requires that noxious weeds be managed when they threaten
the success of the proposed revegetation; spread to nearby areas; and produce a
fire hazard. The reclamation plan must discuss how noxious weeds will be
eradicated from the site. In addition, a threshold criteria (such as X number of
plants per 10 square feet) that triggers control must be identified.
14.Areas that were compacted (especially haul roads and stockpile areas) must be
decompacted by ripping to at least 18 inches, resoiled and revegetated, according to
CCR Section 3705(d).
15.CCR Section 3705(1) requires protection measures to be used when the success of
revegetation efforts are threatened by grazing, trampling, herbivory, or other causes.
The reclamation plan must discuss plant protection.
16.Description of interim erosion control measures. CCR Section 3705(1) requires that
soil stabilization practices be used where necessary to control erosion and for
successful plant establishment. The reclamation must specify the species used in
the erosion control mix.
17.SMARA 2772( c)(10) requires that the reclamation plan address the responsibility
for maintenance and monitoring during implementation.
If you have any questions on these comments or require any assistance with
other mine reclamation issues, please contact me at (916) 323-8565.
E
Pompy, Ma a er
on Unit
