Tina Wehrmiester <br /> December 11, 2000 <br /> Page 4 <br /> 12.CCR Section 3707(d) states that use of fertilizers or other soil amendments shall not <br /> cause contamination of surface or ground water. We recommend that prior to the <br /> establishment of the orchard, an evaluation of soil or growth medium, including need <br /> for soil amendments, fertilization, or mulching be conducted. If amendments are <br /> used, drainage from the orchard must be controlled to prevent contamination of <br /> surface or ground water <br /> 13.CCR Section 3705(k) requires that noxious weeds be managed when they threaten <br /> the success of the proposed revegetation; spread to nearby areas; and produce a <br /> fire hazard. The reclamation plan must discuss how noxious weeds will be <br /> eradicated from the site. In addition, a threshold criteria (such as X number of <br /> plants per 10 square feet) that triggers control must be identified. <br /> 14.Areas that were compacted (especially haul roads and stockpile areas) must be <br /> decompacted by ripping to at least 18 inches, resoiled and revegetated, according to <br /> CCR Section 3705(d). <br /> 15.CCR Section 3705(1) requires protection measures to be used when the success of <br /> revegetation efforts are threatened by grazing, trampling, herbivory, or other causes. <br /> The reclamation plan must discuss plant protection. <br /> 16.Description of interim erosion control measures. CCR Section 3705(1) requires that <br /> soil stabilization practices be used where necessary to control erosion and for <br /> successful plant establishment.
