Excavated <br /> material will be extracted using a back-hoe type loader and transported along private <br /> roads by haul trucks to an existing aggregate processing plant across the Mokelumne <br /> River and about one-half mile west. The trucks will cross the river on an existing <br /> private bridge currently used for the adjacent quarry excavation to the south. The project <br /> is located in the southwest quadrant of the Mokelumne River and Mackville Road, north of <br /> Clements. <br /> The Community Development Department has reviewed the application and responses from <br /> other agencies and offers the following comments: <br /> • It has been determined that the proposed project may have a significant impact on the <br /> environment. As a result, an Environmental Impact Report is being required. Attached is <br /> the Initial Study prepared for the project. The following potentially significant impacts were <br /> identified, and need to be included in the EIR: <br /> - reduction of surface water quality <br /> - increase in risk of flooding both at the site and downstream <br /> - impacts to listed species and/or habitat <br /> - noise <br /> - impacts to adjacent County park <br /> - disturbance of significant archeological and historical sites <br /> - aesthetics <br /> The applicants have expressed the desire to provide individual studies in lieu of an EIR. If <br /> such studies are performed, each of the aforementioned potential impacts shall be thoroughly <br /> evaluated by a qualified professional. This evaluation shall identify potential impacts, evaluate <br /> the significance of the impacts, identify mitigation measures, if any, to render significant <br /> impacts to less-than-significant levels, provide details and data supporting any mitigation <br />
