The Federal Clean Air Act (CAA) and <br /> the California Clean Air Act require areas that are designated non attainment to reduce <br /> emissions until standards are met. <br /> Based on the information provided, it appears that this project does not represent an <br /> expansion, but only additional phases to a existing quarry operation. Therefore, <br /> provided the current operation is not expanded, this project will most likely result in a <br /> less-than-significant impact on the ambient air quality and a negative declaration would <br /> be appropriate from an air quality perspective. Please note; however, that the California <br /> Air Resources Board has identified the particulate matter component of diesel exhaust <br /> as a Toxic Air Contaminant. As a result, projects using large numbers diesel engin <br /> onsite or that have large numbers of idling trucks could result in a negative impaes <br /> developing guidance for evaluating this type of impact. <br /> sensitive receptors if any are located near the project site. As a <br /> result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) <br /> entrained into the ambient air from man-made sources. The attached Synopsis <br /> highlights many of the requirements contained within Regulation VIII. The Synopsis is <br /> not meant to be all-inclusive, but it can be a useful compliance aid in the field and office <br /> alike.
