8c As noted in 5b, excavation is to come within 25 feet of a County park. The <br /> County Department of Parks and Recreation expressed several concerns with <br /> the project. These concerns include noise and vibration, dust, slope stability, <br /> safety, and aesthetics, which may adversely affect park patrons. Furthermore, <br /> the Department is in the process of devising a master plan for the expansion and <br /> addition of park facilities. Impacts to these additional facilities are unknown. No <br /> mitigation has been identified regarding impacts to the park. <br /> 9a The project is not expected to generate much additional traffic volumes because <br /> the existing quarry operation to the south will cease as this quarry excavation <br /> commences. However, the duration of traffic will be increased by 12 years. The <br /> Department of Public Works shall review the project for potential traffic related <br /> impacts. Additional analysis may be required to determine the impacts to road <br /> and traffic levels associated with the extended operation of the excavation and <br /> processing plant. <br /> 10 No archeological or historical sites are known to exist on the site. However, the <br /> Native American Heritage Commission recommends archival research and/or a <br /> site survey to ensure that no such sites are present in the area of the Mokelumne <br /> River where vegetation may have supported the presence of indigenous <br /> populations. Though the majority of the site has been in agricultural use, the <br /> entire site should be included in the survey. <br /> 12 The view from the bluff and from the town of Clements will be impacted by this <br /> project, as well as the view from the adjacent County park. Thought overburden <br /> replacement is to occur concurrently with excavation and a minimal amount of <br /> acreage excavated at any given time, the entire site will not be fully reclaimed <br /> until excavation has ceased. Adequate mitigation has not been identified. <br /> 13bc The proposed project is a conditionally permitted use in the AG zone. The <br /> project site is located about one-half mile from Clements, and other then <br /> aesthetics, is not expected to impact the town. The adjacent residential parcels <br /> to the east are located on top of the bluff and the residences are located some <br /> distance from the site. The project may conflict with the County park located <br /> adjacent and to the north of the site. See discussion in 5b. <br /> 14 Because this project has the potential for significant environmental impacts to air <br /> quality, water quality, flooding, biological resources, aesthetics, and traffic, any <br /> additional or similar development in the area would only exacerbate these <br /> impacts. <br /> 16a The project has the potential to degrade the quality and diversity of the <br /> environment. See items 1(b)(c)(d), 2(a), 2(b), and 3(a). An Environmental <br /> Impact Report is required. <br /> 16b The removal of 2.5 million tons of material over 12 years will substantially alter <br /> the site.
