RECLAMATION PLAN-QX-99-02
George Reed,Inc.
Page Two
D. SOIL ASSESSMENT: Engineered drawings, based on boring logs, indicate an
abundance of topsoil to complete reclamation of disturbed areas back to farming
capability.
E. VEGETATIONIWILDLIFE: All of the land within the project site is currently
farmed. The only vegetation and/or wildlife of concern is located adjacent to the
project area along the riparian corridor of the Mokelumne River which will not be
disturbed. There is a 500'buffer between the river and excavation area within the
project site. Excavation or other activity will be limited to 25'outside the drip line of
any existing trees. No trees will be harmed or removed. There are no rare,
threatened, or endangered species of wildlife and/or plants identified within the
project site.Reference ER-90-8. Noxious weeds are non-existent due to the many
years of farming within the project area.
F. INSTREAM MINING: In stream mining is not applicable to this project.
G. AIR RESOURCES/CLIMATOLOGY: Limiting the speed of vehicles within the
project area and use of water as a dust suppressant can control fugitive dust
emissions, which is a primary concern and monitored by SJVAPCD. Water is spread
by water truck as needed for suppression of dust emissions within the project area and
haul roads. Proper maintenance of equipment used in the excavation process and
trucks transporting materials to the plant eliminates ozone precursor emissions.
H. LAND USE: All land currently being farmed will continue to be farmed until
excavation commences in a specific area, generally five to ten acre increments.
Concurrently, reclamation commences following excavation. Resident hybrid erosion
control seed mix will be used in excavated areas for erosion control prior to planting
orchard, usually in 20+/-acre increments.
1. AESTHETICS: The project area is relatively obscured from public view and
should not have a significant visual impact due to its location. The project
commences approximately 3500 feet from the town of Clements. Walnut orchard
planted on reclaimed land to the south within the existing quarry site reduces
public visibility from the town.
J. OTHER INFORMATION: The project area will commence at the North
boundary of the existing quarry, which places the town of Clements and its residents
approximately 3500 feet from the southern most boundary of the project. Applicant
has an option to buy the 43.6 acre parcel, within the project area, which is owned by
the Merritt family. A condition of the Merritt family acquisition requires total
reclamation back to farming capability.
