. RECEIVED
San Toaquin Vallcv JUL a
"004Air Pollution Control District Comm umt"eveloPmentblept
June 29, 2004
Reference#: 20040245
Leanne Mueller
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: PA-0400111 (SA) PRE APPLICATION FOR CONSTRUCTION
SERVICES OVER THREE PHASES.
Dear Ms Mueller:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
proposed project and offers the following comments:
Based on the information provided, it appears that the proposed project will have a less-
than-significant impact on the ambient air quality. However, the District would
appreciate the opportunity to review any future development proposals planned for this
site to determine any site specific air quality impacts.
Additionally, the construction phase of this project can generate emissions from the
movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and
other related activities. As a result, this project may be subject to District Regulation VIII
(Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of
fine particulate matter (PM-10) entrained into the ambient air from man-made sources.
The attached Synopsis highlights many of the requirements contained within Regulation
VIII. The Synopsis Is not m eant to be all inclusive, but it can be a useful compliance aid
in the field and office alike.
Additionally, if the project site contains any buildings needing demolition the applicant
will need to be in compliance with the National Emission Standards for Hazardous Air
pollutants (NESHAPS). Specifically, the primary air pollutant of concern is asbestos.
To ascertain whether this project is subject to NESHAPS, the project applicant is
advised to review the enclosed Asbestos — Compliance Assistance Bulletin, dated
December 1994. Brian Dodds is the Northern Region's District contact for the program
and is available should you need further assistance.
David L.Crow
Executive Director/Air Pollution Control Officer
Northern Region Office Central Region Office Southern Region Office
4230 Kiernan Avenue,Suite 130 1990 East Gettysburg Avenue 2700 M Street,Suite 275
Modesto,CA 95356-9322 Fresno,CA 93726-0244 Bakersfield,CA 93301-2373
(209)557-6400• FAX(209)557-6475 (559)230-6000• FAX(559)230-6061 (661)326-6900•FAX(661)326-6985
www.valleyair.org
