The project consists of a plan to construct five waste <br /> water disposal percolation ponds. The project is located at the <br /> west end of Madruga Road, south of the City of Lathrop, in San <br /> Joaquin County and is bounded by the San Joaquin River on the <br /> west, Highway 120 on the north, and orchards on the east and <br /> south. <br /> Wildlife habitat conditions consist of a 62-acre <br /> agricultural field adjacent to the San Joaquin River. There is <br /> one mature valley oak (Quercus lobata) and one cottonwood <br /> (Populus fremontia) on the project site. California Natural <br /> Diversity Data Base files contain records for the State-listed <br /> threatened Swainson' s hawk (Buteo swainsoni ) and the State-listed <br /> endangered Delta button celery (Ernygium racemosum) near the <br /> project site. <br /> Riparian habitat adjacent to agricultural fields provide one <br /> the most valuable nesting and foraging habitats for the <br /> Swainson' s hawk in San Joaquin County and throughout the Central <br /> Valley . Due to the project site' s close proximity to the San <br /> Joaquin River and recorded Swainson' s hawk nest sites, we <br /> recommend that: <br /> 1 . The applicant be required to provide mitigation for any <br /> loss of Swainson' s hawk foraging habitat. Mitigation <br /> should be based on the DFG' s Draft Mitigation Guidelines <br /> for Swainson' s Hawks (Buteo swainsoni) in the Central <br /> Valley of California. <br /> 2. The applicant should conduct a survey for the presence of <br /> special status plants, particularly Eryngium racemosum. <br /> The DFG recommends that surveys be conducted at the time <br /> of year when threatened or endangered species are both <br /> evident and identifiable. Surveys should be scheduled to <br /> coincide with peak flowering periods and/or periods of <br /> phenological development that are necessary to identify a <br /> plant species of concern.
