PUBLIC HEALTH SERVICES
o
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
445 N. San Joaquin Street • P.O. Box 388 • Stockton, CA 95201-0388 <tcoaa
(209) 468-3420
June 15, 1994
San Joaquin County
Community Development
Attn: Kerry Sullivan
SA - 93-42
200 E. Madruga Road, Lathrop
The Environmental Health Division has reviewed the Hydrologic Study for the
percolation ponds for the Kearney Ventures Development. This department cannot
support this site because of the following concerns.
a. With the flood of 1983 the river level at +24ft. and the proposed pond parcel
at + 13 elevation it was observed by this department that this parcel had many
boil spots of water being hydrological supplied from the river thus flooding this
parcel.
b. Taking into consideration the location of Oakwood Lake and the volume of
water that is pumped to the San Joaquin River to maintain a minus 14' level
to allow for Oakwood Lake, Inc. to maintain their business. This Department
believes that the percolation from these ponds would be drawn into the lake
aquifer thus water quality would be impacted at this time.
C. The proxmity of these percolation ponds to the San Joaquin River has the
potential of exposing multpile population of people to sewage contamination
from levee failure as demonstrated historically in Santa Rosa and Guerneville,
California.
A Division of San.Ioaquin County Health Care Services
