M E M O R A N D U M <br /> TO: BEN CANTU <br /> FROM: MICHAEL BRINTON <br /> DATE: October 25 , 1993 <br /> SUBJECT: LATHROP PERCOLATION PONDS <br /> t <br /> Concerns have been raised about the proposed percolation ponds <br /> ever since they have been proposed for use in Lathrop. <br /> Percolation ponds were previously used for sewage effluent <br /> disposal in Lathrop as part of the Eagle Park development in the <br /> early 1980 ' s . <br /> It is my understanding that the percolation ponds did not work <br /> properly at that time. Evidently the water did not percolate as <br /> rapidly as needed because of high underground water levels caused <br /> by clay layers in the soil strata. The clay layers stopped the <br /> water from percolating and created a perched water_ table <br /> relatively close to the ground surface. <br /> It appears that the project as proposed will create the same <br /> problems given the same relative location and the same conditions . <br /> I understood that one of the reasons for including Lathrop in the <br /> Grant for the Manteca Phase I Waste Water Treatment Plant <br /> Expansion Project was that the sewage treatment plant in Lathrop <br /> did not work properly because the percolation ponds could not <br /> provi adequate disposal of the effluent. <br /> cc David Jinkens <br /> Jim Podesta <br />
