Hazelton Ave . <br /> Stockton, CA 95205 <br /> Re : SA 93-42 <br /> Dear Kerry: <br /> I am writing to express my support for the Crossroads Ventures <br /> industrial and commercial development in Lathrop, and the sewer <br /> pond location previously approved through CEQA guidelines , and <br /> supported by all applicable EIR' s , Reports of Waste Discharge <br /> approved by the Regional Water Quality Control Board, and the <br /> i <br /> public review process . <br /> Yet now, I understand that after all this , the developer and <br /> Lathrop have changed their mind. I am opposed to this change and <br /> this application for the following reasons . <br /> Technically, they could not have chosen a poorer location . <br /> Located next to the San Joaquin River, the site is a Mineral <br /> i Resource Zone of P . C . C . grade sand. This same sand is continuous <br /> into the sand surrounding Oakwood Lake . The pumps that maintain <br /> lake level are only 1100 ' from the proposed sewage pond. since <br /> the lake is maintained� at -14 ' M. S . L . , and the river at low tide <br /> is approximately 4 ' M. S .L. , it is nearly certain that a <br /> significant portion of the discharge will percolate rapidly <br /> through the coarse sands into Oakwood Lake . Oakwood Lake has a <br /> National Pollution Discharge Elimination System (NPDES) permit <br /> for its discharge which must meet strict environmental standards . <br /> These same standards are the very standards being avoided by <br /> Lathrop by their choice of land disposal, as opposed to tertiary <br /> treatment and direct discharge to the river. This pond location, <br /> in normal years , could result in merely secondary treatment , then <br /> rapid percolation into Oakwood Lake, followed by direct discharge <br /> into the river ( conveniently under Oakwood' s NPDES permit) . <br /> In years of high water in the river, it would be worse . Our <br /> family farmed this very same property for years when it was owned <br /> by Libbey Owens Ford. During the high water years of 1983 and <br /> 1986 , there were places in the field where water actually boiled <br /> j out of the ground. We couldn' t get a tractor around these areas <br /> until late June or early July.
