• At any other times determined appropriate by the Board of Supervisors (e.g., <br /> scheduling of a Jobs/Housing review by the Board to evaluate the circumstances for <br /> non achievement of jobs/housing ratios). <br /> As of April, 2012, 3,439 residential building permits have been issued in Mountain House and <br /> 3,358 of those have been finaled. Because this proposal is not a Specific Plan and less than <br /> 4,000 residential units have been constructed, this report does not include a Jobs/Housing <br /> Review. <br /> Housing <br /> The project proposes 200 market rate residential units and 240 Additional Town Center Units, <br /> which is the same number of residential units called for in Specific Plan II. With respect to the <br /> 240 Additional Town Center Units, Condition of Approval No. 9d has been added to require the <br /> construction of these units for the Town Center Tentative Map. <br /> Public Land Equity Program <br /> Under the Public Land Equity Program (PLEP), each Tentative Map is required to dedicate its fair <br /> share of public lands to the Mountain House community equal to 21.2% of the mapped area. <br /> The actual amount of public land proposed for the proposed Town Center Tentative Map is in <br /> excess of the PLEP requirement. The amount of the surplus is 43.63 acres. The applicant has <br /> elected to receive a land voucher, or credit,from the MHCSD for these surplus acres,which will <br /> be applied to areas in Mountain House owned by the applicant where a"public land deficit"exists. <br /> Police Protection <br /> The Master Plan states that"at an urban level of development police protection shall be provided <br /> to the Mountain House community at an urban level of 1.5 sworn officers per 1,000 population or <br /> such other levels that may be specified in the General Plan consistent with the standards for <br /> comparable urban communities within San Joaquin County, and any additional needs determined <br /> by the community." [Master Plan, Section 6.2, Policy(a)] <br /> The proposed project is projected to add approximately 880 residents,400 persons for the 200 <br /> residential units and 480 persons for the 240 Additional Town Center Units, to Mountain House. <br /> Based on the above Master Plan ratio, the project could generate a demand for approximately <br /> one additional sworn officer at build out. Currently, the MHCSD (through an existing agreement <br /> with the San Joaquin County Sheriff's Department) has paid for two officers whom the Sheriffs <br /> Department hired specifically to patrol the Mountain House community, for a population of <br /> approximately 7,400. The service agreement between the MHCSD and the Sheriff's Department <br /> calls for negotiations for an enhanced level of service during the build out of the community. <br /> Agricultural Buffers <br /> The Mountain House Master Plan calls for agricultural buffers along the Community Edges and <br /> for interim agricultural edges. Those requirements carried through to Specific Plan II. To comply <br /> with these requirements, sections with columnar trees and sections with columnar and flowering <br /> trees will be planted along the eastern boundary of the Mountain House community and the Town <br /> Center along Mountain House Parkway. <br /> Environmental Review <br /> An Initial Study, the Mountain House Town Center Tentative Subdivision Map Initial Study("Initial <br /> Study")was prepared for the project in November,2008.
