79. MOUNTAIN HOUSE CREEK <br /> A. All remaining required improvements to Mountain House Creek between Central Parkway <br /> and Byron Road shall be completed, including but not limited to all bridge crossings, <br /> utility crossings, storm facilities and connections and any other improvements and right of <br /> way dedications along the creek.Timing: To be completed at the same time as Central <br /> Park Phase 2. <br /> 80. CENTRAL COMMUNITY PARK <br /> A. The second phase of Central Community Park,which is to include one of the remaining <br /> two parcels, must be constructed no later than the time 80%of dwelling unit permits <br /> south of Byron Road within Specific Plan II have had their final inspection. The third <br /> phase of Central Park,which is to be the third parcel, must be constructed no later than <br /> the time 95%of dwelling unit permits south of Byron Road within Specific Plan II have <br /> had their final inspection. Bonds shall be provided as part of the subdivision agreement <br /> for the Town Center. <br /> 81. BBID Canal: The applicant shall reroute or abandon the canals as directed by BBID. <br /> 82. A special purpose plan shall be prepared and submitted for approval to the county and <br /> MHCSD. Special purpose plan shall identify the actual character of the Town Center and tie <br /> all buildings, landscaping, lighting, signage, and site furniture, etc. together. Special <br /> purpose plan shall be approved prior to the issuance of the first building permit or prior to the <br /> approval of any improvement plans.Town Center shall include additional site furniture such <br /> as benches, tables, trash bins, planters, etc. <br /> 83. The Town Center Lighting should be higher than that used on the major Arterials and <br /> Residential Streets as there is more foot traffic during the hours of darkness. It is <br /> recommended that a foot-candle reading of at least 0.8 between intersections and be <br /> maintained at an Average to Minimum of 2 to 1 which will create a high uniformity of lighting <br /> and visibility. Using these criteria will determine the pole spacing needed for the Town <br /> Center Street Lights. <br /> 1. The height of the poles should be sized accordingly to the trees proposed so that the <br /> luminaire will be below the tree canopy but no lower than 12 feet. <br /> 2. Poles less than 15' in height should be set well back from the face of curb to prevent <br /> damage from the overhang of trucks and their side view mirrors parking adjacent to the <br /> face of curb while loading or unloading. <br /> 3. Street lights in downtown will need to be connected and wired to one of two utility meters <br /> in a single Service Pedestal where a central photocell can be installed to control the On- <br /> Off of the Town Center Street Lights. Dimmer switches will be required on Main Street. <br /> 4. Metering will also allow the use of LED Lighting Fixtures and allow flexibility, if MHCSD <br /> so decides in the future, to reduce the cost of energy and facilitate"Dimming". <br /> 5. In the same Service Pedestal for the Street Lighting Meter, a separate meter should to be <br /> installed to allow metering of the power used for"Festive" Lighting as street lights and <br /> Festive lighting are usually on separate rate schedules. <br /> 6. A separate conduit and GFI Plugs at each street light and each tree well will need to be <br /> installed at the same time as the conduits for the street lights are installed. <br /> L <br /> 19 <br />
